cc-081501 Crawford Pre-Application Meeting Civil Comments Date August 15, 2001 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the planning and/or public works department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Gregg Crawford Project: Convert ex. building into 4-plex and dental office Project Loc: 10704 SE Vancil Road Water: The proposed site is currently connected to the City of Yelm’s water system. An existing 8” diameter water main is located in Vancil Road and an existing water meter serves this building. This water meter size may not be sufficient for your intended use, however this must be verified by your civil engineer. Water hook-up fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,000/240gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The water fees will be calculated using the calculations provided. Sewer: The proposed site is currently connected to the City of Yelm’s STEP sewer system. This site is served by a 3” STEP sewer main located in Vancil Road. On the proposed site are 2-1,500-gallon sewer STEP tanks behind the building. These tanks will be large enough to continue to support the remodeled 4 residential units. The new dental office will be required to install another STEP tank and service connection. The existing 1” service will not support any additional septic flows. The design must be submitted and verified by your licensed civil engineer. At the time of application submittal you will be required to submit sewer usage calculations provided by a licensed civil engineer. The sewer fees will be calculated using the calculations provided. Fire: Fire protection to the buildings must be provided per the Uniform Building Code. There may be existing fire hydrants on this site; however, additional hydrants may be required to meet current standards. This will be determined upon further review of the civil plans. Stormwater: Developments with over 5,000 sq ft of impervious surface are required to provide stormwater facilities per the DOE Stormwater Manual. Preliminary Stormwater Report and conceptual plan must be submitted with land use application. At this time it is unclear how much impervious area is proposed. Additional improvements will be required to meet current code. Street Improvements: There are frontage improvements required for this project if your building improvements exceed 60% of the accessed building value. (60% of $186,700 is $112,020) Frontage improvements shall be consistent with Yelm’s Development Guidelines. Half street improvements may be required on Vancil Road and shall be consistent with the roadway section “Neighborhood Collector.” These improvements shall consist of asphalt widening, curb and gutter, landscape planter, street trees, sidewalk and street lighting. Street improvements are not limited to the roadway sections shown in the Development Guidelines. Additional improvements identified in the TIA maybe necessary to mitigate the impacts of the development. Street Lighting: As required per the City of Yelm Development Guidelines. ADA Requirements: The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architecture plans. Crawford-Civil 081501
