cc-112801 Prairie Autoglass Pre-Application Meeting Civil Comments Date November 28, 2001 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the community development department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Bill Hertel, Norman Gorton Project: Prairie Auto Glass Project Loc: 10619 B Vancil Road SE Water: The proposed development is within the City’s water service area and would be required to connect to city’s water system. There is an existing 8” water main located along Vancil Road. The applicant is required to tap the existing watermain and place a water meter setter. Water connection fees are based on a daily consumption rate and are charged at a current rate of $1,000 per 240 gallons. (fee subject to change) Proposed calculations will need to be provided at the time of civil review to determine the number of gallons of daily use. These fees are payable at time of building permit issuance. This site is currently assessed a water system latecomers fee. The latecomer’s fee is in the amount of $3,097.88. This fee will need to be paid before connection will be allowed to the city’s water system. Irrigation Meter: An irrigation meter may be installed for the purpose of irrigation. A backflow prevention device will be required for all landscape irrigation connections. Sewer: The proposed site will be required to connect to the City's sewer system. There is a 3” sewer line located in Vancil Road with a connection box located in your frontage. You will be required to install a step tank and associated pumping system. This system will need to be in accordance with the City’s Development Guidelines. The sewer connection fee is based on a daily discharge rate of 240 gallons per day and is charged at a rate of $4,850 per 240 gallons/day. If your usage is greater than 240 gallons/day your connection fee will be calculated by your submitted usage. (fee subject to change). There is also a $145.00 inspection fee required for the sewer system. These fees are payable at building permit issuance. This site is currently assessed a sewer system latecomers fee. The latecomer’s fee is in the amount of $875.82. This fee will need to be paid before connection will be allowed to the city’s sewer system. Fire: Fire protection must be provided per the Uniform Fire Code. There will be requirements for installation of fire hydrants, fire truck access and fire truck turn-around. These will be determined upon further review of the preliminary civil and architect plans. Stormwater: If the proposed improvement is over 5,000 square feet of impervious surface there are stormwater treatment requirements per the D.O.E. Stormwater Manual. At the time of Site Plan Review submittal a Preliminary Stormwater Plan and report will be required. Street Improvements: Frontage improvements and right-of-way dedication are required for Vancil Road. This project will consist of roadway realignment and roadway improvements. If you do not have an agreement with the City of Yelm and WSDOT for the dedication of right-of-way, you will be required to dedicate the right of way and construct the improvements at your expense. These improvements are expected to begin Summer 2002. Street Lighting: Street lighting shall be installed as required per the City of Yelm’s “Development Guidelines”. The street lighting plan will be reviewed at the time of civil engineering plan review. ADA Requirements: The American Disabilities Act requires the improvements to be ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil plans.
