cc-062602 Yelm Comm Center Pre-Application Meeting Civil Comments Date June 26, 2002 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Yelm Community Services/Helix Architecture Project: Yelm Community Services Expansion Project Loc: 624 Crystal Springs Road (tax parcel 22719240101) Water: The proposed site is currently connected to the City of Yelm’s water system. At the previous presubmission meeting, it was discussed that if the facility was to grow or expand significantly the City would have to look at whether or not the current ERU would be sufficient. The City will need to see proposed water consumption from the developers engineer to determine the number of ERU’s required for this project. Water fees are based on a consumption rate of 240 gallons per day (ERU) and are charged at a rate of $1,500 per 240 gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer or the City may consider another method for the calculations. The water connection fee may be assessed using the calculations provided. Additional water meters may be required; this will be addressed at civil engineering plan submittal. An irrigation meter may be installed for the purpose of irrigation. Sewer: The proposed site is currently connected to the City of Yelm’s sewer system. At the previous presubmission meeting, it was discussed that if the facility was to grow or expand significantly the City would have to look at whether or not the current sewer connection would be sufficient. The City will need to see proposed sewer consumption from the developers engineer to determine the number of ERU’s required for this project. Additional sewer hook-ups are based on a consumption rate of 240 gallons per day (ERU) and are charged at a rate of $4,986 per 240 gpd (fee subject to change) inside city limits. A sewer installation inspection fee is also required. The inspection fee is $145.00 per an ERU. At the time of application submittal you will be required to submit sewer usage calculations provided by a licensed civil engineer or the City may consider another method for the calculations. The sewer connection fee will be assessed using the calculations provided. Additional step tanks may be required; this will be addressed at civil engineering plan review. Fire: Fire protection to the buildings must be provided per the Uniform Fire Code. Fire lanes will also need to be established per the Uniform Fire Code. There may be existing fire hydrants on this site; however, additional hydrants may be required to meet current standards. This will be determined upon further review of the civil plans. Stormwater: Developments with over 5,000 sq ft of impervious surface are required to provide stormwater facilities per the DOE Stormwater Manual. A preliminary Stormwater Report and conceptual plan must be submitted with land use application. Impervious area is defined as ground surface that is not able to absorb rainfall or has been disturbed from its existing state. Examples of this are concrete, asphalt, buildings, gravel and grass surfaces and any additional roadway surfaces required for this development. The current system can’t be utilized for the increase of stormwater by the expansion. The current stormwater pond is located the Yelm Creek flood plain. Street Improvements: Frontage improvements shall be consistent with Yelm’s Development Guidelines. You are required to improve your projects roadway frontage. Crystal Springs Road is classified as a Neighborhood Collector. This requires you to complete half street roadway improvements. These improvements may consist of asphalt widening, curb and gutter, landscape planter, street trees, sidewalk and street lighting. See the attached detail for the specifications. This street classification does not allow on-street parking. Street Lighting: Street lighting shall be installed as required per the City of Yelm Development Guidelines. The onsite parking lot lighting will be reviewed at the time of civil engineering plan review. ADA Requirements: The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architecture plans.
