NOTE: These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community
Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.
Proponent: One Stop Auto Glass, Henry Smith
Project Proposal: Place a rock chip repair canopy tent at Cascade Mini Golf/Yelm Market.
Project Location: 1506 Yelm Ave. West, Yelm, WA 98597
At this point in time, the proposed project could only be allowed under the following conditions. As we explained to you at the Community Development Counter, the city does not have
regulations that allow a temporary use, such as is being proposed. To provide the rock chip repair service, the site would need to meet current code standards, a canopy tent is not
an allowed building material.
The Planning Commission has proposed a change to the zoning code to allow temporary uses in the commercial district. In reviewing the final proposed changes, a canopy tent retail business
does not fall into the permitted temporary uses.
Zoning: Commercial(C-1), Chapter 17.26 YMC
Setbacks: Front 15-Feet
Rear 25 Feet
Side 10 Feet
Maximum height 35 Feet.
Parking: Chapter 17.72 YMC 1 space for every 200 square feet gross floor area.
The parking areas may not be more than 300 feet from the business. Parking areas must be paved and striped. Parking requirements are in addition to what is required for the store and
golf facility.
Ingress/Egress: Use of the existing access is allowed, no additional ingress/egress would be allowed.
Landscaping: Chapter 17.80 YMC
Type II landscaping is used to provide visual separation of compatible uses. Type II landscaping is required around the perimeter of a site, which has compatible zoning and adjacent
to buildings to provide visual separation of compatible uses and soften the appearance of streets, parking areas and building elevation. The perimeter landscape buffer is 8 feet, and
adjacent to buildings is 5 feet.
Type III landscaping provides visual relief where clear sight is desired. This landscaping includes street trees and vegetation required with frontage improvements and along pedestrian
walks for separation of pedestrians from streets and parking areas.
Type IV landscaping is needed to provide visual relief and shade in parking areas.
Refuse area must be large enough to accommodate a dumpster and recycle bin. Refuse areas must be of a material and design compatible with the overall architectural theme.
Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750.00 per PM peak trip. The Municipal Code provides a default table that the applicant can use to determine
new PM trips generated. If the proposed use is not listed in the table, the ITE Trip Generation Manual is used. The ITE manual (840) indicates 2.87 new PM peak hour trips per 1,000
square feet of gross floor area.
To determine the projects impact and fee, use the following formula for the use proposed:
New PM peak hour trips x gross floor area ÷ 1,000 x $750 = TFC
Example: 2.87 x 100 = 287 ÷ 1,000 = .287 x $750 = $215.25
If the applicant feels the proposed use would not generate the default number of trips as designated in the TFC Ordinance an analysis prepared by a Washington State Licensed Engineer
can be submitted to the City for review and consideration.
SEPA: A State Environmental Policy Act Threshold Determination will not be required for the proposal.
Application and Process: Site Plan Review, Chapter 17.84 YMC
A site plan review is an administrative permit acted on by the Site Plan Review Committee.
Minimum application requirements are listed on the application form and are the same as for a site plan review, at Section 17.84.060 YMC.
A site plan review can expect completed review in approximately 8 to 12 weeks. Site plan review approvals typically contain conditions of approval that the applicant must complete.
Following land use approval, civil drawings are required. They must be submitted to the Community Development Department for review and approval, and satisfy all conditions of approval.
Upon satisfactory completion of all conditions, the applicant can submit building plans for approval, if required.
Site Plan Review $350.00 plus $50.00 per 1,000 sq. ft.
