cc-030503 106th Retail Pre-Application Meeting Civil Comments Date July 17, 2002 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Richard Christian Project: Retail Building(s) Project Loc: 11628 SR 507 SE Tax Parcels: 64303400502, 0.63 ac 64303400501, 5.49 ac Water: The proposed site would need to connect to the City's water system. There is an existing 8” water line located on 106th Ave SE. This project will be required to continue the 8” water main from 106th on to the proposed project. In most cases you will need an 8” fire loop, fire hydrants and domestic water meters. These will be reviewed during the land use process and civil engineering review. Water ERU's (equivalent residential units) are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500/ERU (fee subject to change) inside city limits. The projects civil engineer will submit water calculations based on the proposed use. The city will review the calculations and may use these for the calculation of the water connection fee. Irrigation Meter: An irrigation meter may be installed for the purpose of irrigation. A backflow prevention device will be required for all landscape irrigation connections. These tax parcels have been assessed a latecomers fee. The fees are $3,895.96 for tax parcel number 64303400502 and $9,613.09 for tax parcel number 64303400501. Sewer: The proposed site will be required to connect to the City's sewer system. There is a 2” sewer line available on 106th Ave SE. Your project may be required to extend a 2” sewer line from 106th Ave SE to serve your needs. The building(s) will be required to install a step sewer tank and a pump tank. The pump tank will also be required to have a duplex pumping system. This system will be designed by a civil engineer licensed in the state of Washington and submitted to the City of Yelm for approval. The proposed development falls in the Five Corners LID District and has been assessed a total of 4 ERU’s. The hook up fee of $2,620 per an ERU (fee subject to change) is payable at time of building permit issuance. This fee is in addition to the LID assessment of $1,823.15/ERU, which is paid on an annual basis for 15 years. The additional sewer ERU's (equivalent residential units) not related to the LID are based on discharge of 240 gallons per day and are charged at a current rate of $5,125.00/ERU payable at building permit issuance. Fire: Fire protection to the buildings must be provided per the Uniform Fire Code. There will be requirements for installation of fire hydrants, fire truck access and fire truck turn-around. These will be determined upon further review of plans. Stormwater: If the proposed improvement is over 5,000 square feet of impervious surface there are stormwater treatment requirements per the 1992 D.O.E. Stormwater Manual. At the time of Land Use review and approval a Preliminary Stormwater Plan and report will be required. Street Improvements: Frontage improvements shall be consistent with Yelm’s Development Guidelines. Your project will be required to improve the your frontage alone SR 507. The required improvements shall be consistent with the “Urban Arterial” roadway section per the city’s development guidelines. All roadway improvements will be made from the centerline of the right of way. This project will be allowed one access to SR 507. This access shall be a “right in and right out” only access. This project will be required to address the connectivity of 106th Ave SE with the surrounding uses and your proposed development. (IE: continuing the roadway onto the proposed development or adding a cul-de-sac at the end of the existing alignment.) Street improvements may not be limited to above references. The required TIA may also outline additional improvements to the adjacent roadways and intersections Street Lighting: Street lighting shall be installed as required per the City of Yelm’s “Development Guidelines”. The on-site parking lot lighting will be reviewed at the time of civil engineering plan review. ADA Requirements: The American Disabilities Act requires the facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architecture plans.
