Civil Comments

Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.

Water: TC \l1 "
The proposed site is currently connected to the City of Yelm’s water system. Your project will be credited with the original land use occupancy for water consumption. As we understand
it, the occupancy was 932 persons for the school at permitting. Water connection fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500/240gpd
(fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The
water fees will be calculated using the information provided by the engineer. These calculations should include the maximum student capacity for the finished project.
Irrigation Meter:
An irrigation meter shall be installed for the purpose of irrigation. An approved cross connection control device will be required for all landscape irrigation connections. At the
time of landscape irrigation design the design should be designed to utilize reuse water. The high school will be required to connect to city reuse water.
Cross Connection Control:
Washington State Department of Health, in WAC 246-290-490 states that all group A water systems with 1000 or more connections are required by the department of health to develop and
implement a cross control connection program. This program requires all commercial buildings and irrigation systems to have a back flow prevention device installed on the water services.
A list of approved devices can be located at the above referenced Washington Administrative Code. The new and existing water meters will have to be retrofitted with approved cross
connection control devices.
Sewer: TC \l1 "
The proposed site is not currently connected to the City of Yelm’s STEP sewer system. At this time it is unclear if the exiting systems can be retrofitted and connected to the public
sewer system. As the project has been presented there are 3 existing on-site systems and drainfields. The existing systems will need to researched and submitted to the Community Development
Department for review. The retrofitted step pumping systems will need to be designed as triplex pumping systems.

Fire: TC \l1 "
Fire protection to the buildings must be provided per the Uniform Building Code. There may be existing fire hydrants on this site; however, additional hydrants may be required to meet
current standards. This will be determined upon further review of the civil plans. TC \l1 "
Stormwater: TC \l1 "
This project will require storm drainage treatment and disposal of all stormwater. The stormwater manual currently used is the 1992 Department of Ecology Stormwater Manual. The project
area and all frontage improvements must have stormwater controls designed and installed. All of the stormwater facilities are required to be located outside of the right-of-way and
be maintained by the project owner. It is the City’s policy not to allow any type of sand filters or sand lined trenches. At the time of land use application, you are required to submit
a Preliminary Stormwater Plan and report. TC \l1 "
Street Improvements: TC \l1 "
Frontage improvements will be required for this project. Additional improvements may be required as mitigation of the traffic impacts by this project. The Traffic Impact Analysis should
address the need and requirement of the improvements as well as the complete school district. If the improvements to the site exceed 60% of the assessed value of the buildings this will
also trigger the frontage improvements. The current assessed value of the high school is $12,547,700.
The frontage improvements shall consist of sidewalk, curb and gutter, street trees and planter island, bike lane, thru travel lane and center turn lane. This roadway is classified as
an Urban Arterial. See attached roadway section. The traffic impact analysis may have additional requirements for the street improvements.
Street Lighting: TC \l1 "
Street lighting and on-site lighting shall be installed as required per the City of Yelm’s Development Guidelines. The street lighting plan will be reviewed at the time of civil engineering
plan review.
ADA Requirements:
The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon
further review of the civil and architecture plans.
