cc-071603 Rothwell Rec Center Pre-Application Meeting Civil Comments Date July 16, 2003 ***These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Steven Rothwell Project: Public Recreation Center Project Loc: 1011 Yelm Ave West, WA 98597 Water:  TC \l1 " The proposed site is not currently connected to a public water system. Your site will be required to connect to the City of Yelm public water system. See attached detail for general requirements of the water system connection. Water hook-up fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500/240gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The water fees will be calculated using the information provided by the engineer. A cross connection/backflow prevention device will be required to be installed following the domestic water meter and a inspection will be required to verify the well is disconnected from the recreation center. Sewer:  TC \l1 " The proposed site is not currently connected to the City of Yelm’s STEP sewer system. Your site will be required to connect to the city’s sewer system. Sewer hook-up fees are based on a consumption rate of 240 gallons per day and are charged at a rate of $5,125.00/240gpd (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The sewer fees will be calculated using the information provided by the engineer. It is unclear at this time if the existing septic tank(s) will meet the requirements of the proposed usage. See attached detail for general requirements of the step tank system. NOTE: It is unknown at this time if the existing residence will be allowed to continue on the current water and sewer system. These options will be reviewed at the time of civil engineering review. If the residence is required to connected to the public water and sewer system, the well and septic system will have to be decommissioned. Fire:  TC \l1 " Fire protection to the buildings must be provided per the Uniform Building Code. All parts of the building must have fire hydrant coverage. The coverage is limited to 150’ of hose pull from each hydrant. Another option may be to have a 20’ fire lane around the building. This will be determined upon further review of the civil plans by the Building Official. TC \l1 " Stormwater: TC \l1 " Developments with a significant amount of impervious surface are required to provide stormwater facilities per the 1992 DOE Stormwater Manual. Preliminary Stormwater Report and conceptual plan may be submitted with site plan review application if required. Street Improvements: TC \l1 " Frontage improvements will be required for this project. Frontage improvements are defined as widing the asphalt, concrete curb and gutters, planter strip and street trees. These improvements would be along only where your property is adjacent to West Yelm Ave. At this time the City will allow a deferment of the improvements. This is an agreement between the City and the applicant that says the improvements will be constructed when the City requires them in the future. Your improvements will be required when the high school, Twin County Credit Union and the Moose Lodge completes its frontage. The intent is to complete larger sections of frontages instead of piece-by-piece improvements. Street Lighting: TC \l1 " Nothing to report. ADA Requirements: The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architecture plans.
