Pre-Application Meeting

Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.

Water:
The proposed site would be required to connect to the City's water system. There is an existing 10” watermain located in 104th Ave SE. This project will need to connect to this existing
watermain and extend it into the project. The development’s internal roadways will be required to have 8” watermain installed to serve fire hydrants and home services.
Residential water connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $1,500 per a residential connection (fee subject to change) inside city
limits. Each residential unit would be charged for one connection. This is a one-time connection fee and is payable a building permit issuance. Also there is a water meter fee of
$300.00 per a meter. (5/8” residential meter size only)
Irrigation Meter:
An irrigation meter may be installed for the purpose of irrigation. A backflow prevention device will be required for all landscape irrigation connections.
Cross Connection Control:
Any irrigation system installed will need to have a back flow prevention device between the irrigation system and the city owned water meter. This also includes any private irrigation
systems that may be located on each home lot.
Latecomers Agreement:
This tax parcel number has water latecomer’s agreement accessed to it. The water latecomer’s fee is $1,121.75. This will be due at final plat application.
Sewer:
The proposed site would be required to connect to the City's STEP sewer system. The existing sewer line is located in 104th Ave SE and is 6” is size. This project will be required
to extend the sewer within the project boundaries. The development’s internal roadways will be required to have sewermain installed to serve all home services. This sewer main will
be sized accordingly to serve the proposed lots and provide system continuity.
Residential sewer connections are based on a consumption rate of 240 gallons per day and are charged at a rate of $5,125.00 per a residential connection (fee subject to change) inside
city limits. Each residential unit would be charged for one connection. An inspection fee of $145.00/lot will be charged for STEP sewer system. These fees are payable a building permit
issuance and are one-time connection fees.
Latecomers Agreement:
This tax parcel number has a sewer latecomer’s agreement accessed to it. The sewer latecomer’s fee is $965.25. This fee will be due at final plat application.
Fire:
Fire protection must be provided per the Uniform Fire Code. There will be requirements for installation of fire hydrants, fire truck access and fire truck turn-around. These will be
determined upon further review of the preliminary plans.
Stormwater:
This project will require storm drainage treatment and disposal of all stormwater. The stormwater manual currently used is the 1992 Department of Ecology Stormwater Manual. The project
area and all frontage improvements must have stormwater controls designed and installed. All of the stormwater facilities are required to be located outside of the right-of-way. At
the time of Preliminary Plat application, you are required to submit a Preliminary Stormwater Plan and report.
Street Improvements:
Frontage improvements shall be consistent with Yelm’s Development Guidelines. Your project will be required to improve the frontage along 104th Ave SE. These improvements are classified
as “half street” improvements where the roadway already exists. If the roadway is not constructed in the center of right of way, the project will be required in complete the half street
improvements on the project side and 12’ drive aisle on the opposite side if required. 104th Ave SE is classified as a Local Access Residential roadway.
All internal roadways will be classified as Local Access Residential streets. These streets shall connect the existing 104th Ave SE. See attached roadway section for specific details
about these requirements.
Street Lighting:
Street lighting shall be designed and installed as required per the City of Yelm’s Development Guidelines. The street lighting plan will be reviewed and approved at the time of civil
engineering plan review.
ADA Requirements:
The American Disabilities Act requires the improvements to be ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined
upon further review of the civil plans.
