Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Thurston County DOC Owner: City of Yelm Proposal: Change storage facility building with larger containerized building Project Location: 2nd & Washington, Yelm WA 98597 Zoning and Setbacks Central Business District (CBD), Chapter 17.24 Minimum Lot Size - None Setbacks to be consistent with surrounding businesses. Section 17.24.050 YMC - Building location states that applications to develop, remodel or improve properties and structures within the Central Business District shall require review and approval of a site plan in accordance with Chapter 17.84 YMC. Chapter 17.84 YMC - Site Plan Review states that site plan review and approval shall be required prior to the use of land or building for the location of any commercial, industrial or public building or activity. Exemptions from Site Plan Review include expansions which do add any square feet; do not add additional tenants, or if expansion is for storage only; and, the proposed use is similar as classified by the Standard Industrial Classification Code. The site is zoned CBD, the proposed use can be considered storage only. Site Plan Review is not required, however, the property is City owned, is located in the center of the Central Business District, and is highly visible. Consistency with the City of Yelm Design Guidelines is required. Landscaping Chapter 17.80 YMC codes requires landscaping for new and expanded businesses to screen incompatible uses, to soften the hardscape between parking lots and buildings as well as streets and parking lots, to provide shade in parking lots, and to ensure storm water treatment and storage areas are aesthetic. Type II landscaping is intended to provide visual separation of uses from streets, and visual separation of compatible uses so as to soften the appearance of streets, parking areas, and building elevation. This landscaping is used around the perimeter of a site, and adjacent to buildings. Type II landscaping would be required around the building. Design Guidelines See Attached.
