Guests Ann Clifton, Thurston County Assessor and Geoff Moore of Pac Tech Engineeering who worked with the Town on the 1985 Comprehensive Plan, were introduced by Borges. Letter addressed to Planning Committee from Michael Cuyler, North Wind Woodworks, Inc., requesting approval to relocate his furniture manufacturing business from 205 North 1st Street to old Barnard's Building, 108 Yelm Avenue West. Committee felt this was not a matter to be decided by them. It would be more appropriately handled by staff as the real issue is bringing the building up to code. Letter from Emanuel Lutheran Church requesting the 171.32 feet of city alley, between 3rd and 4th St., recently purchased property. Staff will research to the alley goes all the way through from 3rd to 4th. city vacate that divides determine if Geoff Moore suggested the church obtain title to the "alley" and approval of adjacent property owners then submit request to staff to pass on to council for decision. Committee concurred. Written request from Larry Atwood who would like to locate an auto sales business at 93rd and Yelm Avenue West. Questions arose concerning changes needed to meet city standards. Although the basis for computing commercial and residential taxes vary there would be little or no tax reduction as the result of changing commercial to residential because the value of surrounding commercial property would impact the parcels in question. Mr. & Mrs. Rothwell and C.W. Gray were present to hear any information available on how the zoning of their property became commercial. Old Planning Committee maps showed parcels in question as "potential commercial." However, the 1985 Comprehensive Plan identified the property as commercial. When the Town Council approved Yelm Zoning Ordinance No. 346 and the Comprehensive Plan the property became commercial. Members Present: Kathy Wolf, Tim Schlosser, John Kinnee, Tom Cundy, Roberta Longmire, Tom Gorman, Dick Molter sitting in for Addie Thacker, staff members Gene Borges and Agnes Colombo and guests Amos Lawton, Darlene Rothwell, C.W. and Ernestine Gray and Ron Clarke representing Washington Manufactured Housing Association. Agenda changes: item 7, Northwind Woodworks business request and item 8, Kitchen annexation request were moved to the top of the agenda so interested parties would not have to sit through the entire meeting. September 19, 1989 Minutes: Tom Gorman moved that minutes be accepted as printed, seconded John Kinnee. Motion approved. Letter received on November 15, from Michael J. Cuyler requesting approval to locate North Wind Woodworks, a small scale furniture building and assembly operation, at 205 North First St. 90% of their products are shipped unfinished and those that are finished on site have a natural oil finish. Moved by Roberta Longmire that approval to operate business corrections, seconded Tom Gorman. North Wind with staff Approved. Woodworks be given adding necessary Thurston County Planning Department reviewed the annexation request by James Kitchen and feel it isn't consistent with Policy 2 or the integrity of boundaries or services and would result in a "County Island", with 700 feet of Coats Street to be maintained by the County. Thurston Co. Planning Department believes it would be advantageous to hold the Kitchen annexation request until a larger area could be annexed. Also possible to approach the higher valued parcels within the island so that you could have sufficient value to bring in all of the island together with all of Coats Street. c Staff member, Borges will speak with Jim Kitchen to find out his preference in pursuing the matter. Tom Gorman moved that the Planning Committee follow staff recommendation in this matter, seconded Kathy Wolf. Approved. Ron Clark, Washington State Manufactured Housing Association made his presentation. Manufactured housing can provide low cost shelter to those being priced out of the new home market. Quality is controlled through SHB 1690 which defines designated manufactured homes meeting federal standards required by HUD. After the presentation and a question and answer period Chair Kathy Wolf polled the committee to see if they had any suggested changes or thoughts as per the current Yelm policy. Members felt it better to spend time reflecting on new information. Borges told committee a request was received to build storage units on 2nd Street commercial property adjacent to location where new Catholic church is under construction. c Mr. and Mrs. Gray and Darlene Rothwell requested permission to address the committee. Both Rothwell and the Gray's reside on Yelm Avenue West in what is currently believed to be a commercially zoned area. It is their belief that having their property rezoned to residential will result in a lower tax assessment. They also stated they were not in favor of the rezone that designated their property commercial as they plan to retire and maintain homes at present addresses. Committee requested staff send letter to Thurston Co. Assessor's Office for their views on what effect a zone change to residential would have on the taxes for the Rothwell and Gray property. Committee also invited parties to next meeting on December 19, (3rd Tuesday) when Geoff Moore, Pac. Tech., will be available with information on zoning in place prior to 1986 city hall fire. Darlene Rothwell would like to see the walking path extended from the Yelm Vetinary Clinic to Southworth School. Borges suggested she contact the state in writing with copies to Thurston County Commissioners. c Tim Schlosser moved the meeting be adjourned at 5:45 P.M., seconded Tom Cundy. Members present: Kathy Wolf, Jim Brown, Tom Gorman, Jim Keyes, John Kinnee, Tim Schlosser, Roberta Longmire and Martha Parsons. George Knight was out of town. Staff: Shelly Badger and Gene Borges. The Lawton request, 1210 Thurston Court, was added to the agenda. The minutes of the August 15th meeting were approved by a unanimous vote of the committee. Planning Committee members were informed of the "Third Annual Planning and Zoning Institute" to be held October 6 and 7, 1989 in Tacoma. Any interested members are to contact Shelly at Yelm City Hall. (\ ~ A variance request was received from Francis and Nancy Lawton, 1210 Thurston Court to place 1-2 female dairy goats on their property zoned single-family residential due to milk allergies of their children. A pediatrician has recommended that goat milk would increase the health of the children. Tim Schlosser moved to recommend to the Yelm Town Council to deny the variance request to place a goat on the property at 1210 Thurston Court NW due to the fact that it is not situated in a residential-agricultural zone, second by Jim Keyes. Motion carried. Updates were provided to the Yelm Planning Committee on City Council action from the PC's August 15th recommendations: 1. Yelm Fabricating and Welding business license was approved with conditions as per Planning Committee recommendation. 2. Yelm Bike Shop/Snapp variance request was approved by the Yelm Town Council as per Planning Committee recommendation. 3. Rothwell zoning issue: Staff is continuing their research on the zoning status of this property. Rothwell Mobile Home Replacement: Planning Committee was polled by mail in regards to their recommendation on replacing an existing mobile home at 1017 Yelm Ave. W with a 1990 28' X 60' new mobile home. Six Planning Committee members responded: Roberta Longmire, Tim Schlosser and Tom Gorman voted no, Jim Brown and Addie Thacker voted yes and Kathy Wolf requested a legal interpretation of the present mobile home ordinance. c The Yelm Town Council, at their September 13, 1989 regular meeting voted unanimously to grant Steve & Darlene Rothwell a "Conditional Use Permit", as per Yelm Municipal Code 17.44, c to replace the existing mobile home with a 1990 28' X 60' mobile home, to be pit set upon installation. Much discussion followed by the Planning Committee on the interpretation of the mobile home ordinance, which does not specifically address the replacement of a non-conforming mobile home. Planning Committee's recommendation is that the City Council clarify and interpret the ordinance. Staff will prepare samples to present to the Council, for their action, that will clarify and explain present ordinances. The Planning Committee was also polled by mail on a proposed boundary line adjustment at the corner of Edwards and Stevens Street northeast of Yelm Middle School. Those responding had no objection to the property owner proceeding with the boundary line adjustment application process. Yelm/Thurston County Joint Planning Committee Public Forum: Tom Gorman informed the Planning Committee, that due to unexpected and overwhelming interest, the public forum had to be rescheduled to Thursday, September 21, 1989 at 7:00 PM at the Yelm High School Little Theater. The Joint Committee dispelled the rumor that the planning area being considered for County zoning was also an area that the Town of Yelm wished to annex into the town limits. c Next meeting of the Yelm Planning Committee will be Tuesday, October 17, 1989 at 4:00 PM at Yelm City Hall. Members present: Jim Brown, Tim Schlosser, Jim Keyes, George Knight, Roberta Longmire, Kathy Wolf, Tom Gorman, Martha Parsons and Tom Cundy. Staff: Shelly Badger, Daisy Lawton and Gene Borges. Visitors: Danny & Melanie Snapp, Michael Cooper, Steve & Darlene Rothwell, John R. Brown, Mary Dixon and Doyle Gallagher. The minutes of the July 18, 1989 meeting were approved on a motion by Roberta Longmire, second by Jim Brown. Motion carried. Gordon White, representative from Thurston Regional Planning Council, was present to explain the purpose of TRPC and the planning services they provide to all cities within Thurston County. He explained and presented Planning Cornnittee members with copies of "The Profile", a statistical handbook for all of Thurston County prepared by TRPC. He presented many statistics reflecting Thurston County's growth on a national and state level. Forecasts for the Yelm/Rainier planning sub- area reflect growth from 11,000-12,000 people in 1989 to 22,000 people in the year 2010. c Yelm Fabricating ~ Welding: A request to operate a welding & fabricating shop at 205 1st Street N. was made by John R. Brown. Staff recommendation: The property is situated in a commercial zone and the use can be determined a "similar use" permitted upon approval by the Yelm Planning Committee and Town Council. Staff stated that the business would be a good transition between the Commercial and Industrial zones. Mr. Brown expressed that there would be no welding of car frames, large equipment, etc. and no manufacturing. The use will be similar to a "job shop", with no additional noise other than an air compressor. Roberta Longmire moved to recommend to the Town Council the issuance of a business license to operate "Yelm Fabricating & Welding" at 205 1st St. N, stating those uses not permitted as a condition of the business license, second by George Knight. Motion carried. As a variance is not required, staff can and will telephone poll the Council for the approval/denial based on the Planning Committee's recommendation. c Yelm Bike Shop request: Danny & Melanie Snapp were present to request approval to construct a "carpenter shop" addition to their present business situated at 1308 Yelm Ave. E. Staff could not give approval because the request does not conform to present ordinances in regards to yard setbacks. The request is to add to the present building leaving a 5'4" rear setback, Yelm Zoning Ordinance #346 requires a 20' rear yard setback. Mr. Snapp stated the east side wall of the bike shop has a fire wall and he would construct the addition so the rear wall met fire wall standards. Planning Committee asked if parking would be adequate for the type of use, after initial research it seems that there would be sufficient parking. After further discussion, Tim Schlosser moved to recommend to the Yelm c Town Council to grant Danny & Melanie Snapp a variance to cons truct a "carpenter shop" addition to the Yelm Bike Shop at 1308 Yelm Ave. E leaving a westerly side setback of 5'4" and a rear setback of 5'4", second by George Knight. Motion carried. Also required before the Town Council makes a decision regarding the variance is written approval from the property owners to the north (Creek Street Apartments) for the 5' 4" rear setback. Steve & Darlene Rothwell were present to ask the Planning Committee for their input regarding zoning on Yelm Ave. W. They were quite concerned with the commercial zoning designation for their residence and the effect it has with the Thurston County Assessor's Office. The Planning Committee requested additional time to research the present zone in that location and asked the Rothwells to request from Thurston County (in writing) what the assessed value would be if the zoning designation was changed from commercial to residential. Yelm Avenue traffic emergency: The Planning Corrmittee was advised of the Yelm Town Council I s request for a resolution declaring a "traffic emergency" along Yelm Avenue (SR 507/510). The resolution will declare an emergency and ask the State Department of Transportation to make suggestions on ways to improve the problem. c Peti tion for Annexation - Rick Kolilis: Jim Keyes moved to recommend to the Yelm Town Council to approve of the " intent to begin annexation proceedings" received from Frederick & Beverly Kolilis, second by Tim Schlosser. Motion carried. The property is contiguous to Yelm's city limits and lies north of the Sunrise Vista Mobile Home Park. Thurston County Planning Department transmittals regarding current plat and short plat applications were reviewed. The Planning Committee was advised of the August 23, 1989 Public Hearing on the Yelm Wastewater Facilities Plan and the September 11, 1989 meeting of the Yelm/Thurston County Joint Planning Committee. The minutes of June 20, 1989 were approved on a motion by Tom Go:rman, second by John Kinnee. Motion carried. Todd Stamm, Thurston County Planning Department, was present was staff representative to the Yelm/Thurston County Joint Planning Committee. The Joint Committee is currently drafting a land use map and asked for input from the local Yelm Committee on certain zoning issues. The areas in question were as follows: c 1. The Yelm Planning Committee requested that the area to the north of the current Yelm Industrial Area be zoned industrial/light industrial. 2. Much discussion on three multi-family areas. The first being the area north of the Sunrise Vista Mobile Home Park, after much discussion, the majority of the Committee approved to tentatively zone the area as multi- family with wording added that the area could not be developed as R-2 until sewer and water services are available. The large area north of West Road zoned as multi-family was changed to a small triangular piece adjacent to First Street north of Stevens to Railway Rd. Area south along Vancil Road to be expanded as multi-family. 3. Committee approved zoning of piece at corner of Mill Road and Hwy. 507 property to Commercial. 4. Yelm Planning Committee approved to leave area west of Crystal Springs Road residential agricultural. Sprague Short Plat #8022 & 8023: Tom Gorman moved approval of #8022 subject to owner's understanding that frontage improvements on Yelm Avenue and Longmire Street and possibly Jefferson Street (only when and if opened as a through street) will be required upon development, second by Martha Parsons. Motion carried. Tam Go:rman moved approval to Yelm Town Council of #8023 subject to owner's understanding that frontage improvements on Yelm Avenue and Cullens Road and possibly Jefferson Street (only when and if opened as a through street) will be required upon development and subject to compliance with current Yelm Zoning setbacks in regards to the existing building (Northwest Deli Mart), second by Martha Parsons. Members present: Tom Gorman, Martha Parsons, Tim Schlosser, James Brown, Roberta Longmire, Addie Thacker and Kathy Wolf. Staff Gene Borges and Agnes Colombo and guests Adam Rivas and Lyle Tribwell from Energy Outreach Center in Olympia. Jim Brown moved to approve the minutes of May 16, 1989, seconded by Martha Parsons. Motion carried. Committee and Borges discussed request to grant a variance allowing construction of a garage on Adam Rivas' property at 110 Washington Court. Washington Court is the only one (1) block long, 60 foot wide, street facing the back of developed commercial property on one side and residential on the opposite side. Transfer of 20' to property owners on Washington Court: 10' to the commercial property owners fronting Yelm Avenue West with back of property on Washington Ct. and 10' to the residential property owners on the opposite side of Washington Ct. This division would still allow ample space for adequate roadway in addition to space for future sidewalk installation and on street parking. This would have to meet with approval of current property owners. Motion made by Tom Gorman that committee recommend to Yelm Town Council vacating 20 foot of roadway on Washington Court, seconded by Tim Schlosser. Motion carried. Motion made by Tom Gorman that a variance be granted Rivas for construction of a garage at 110 Washington seconded by James Brown. Motion carried. to Adam Court, Petition from 4th Street residents requesting operating hours of Speedy Car Wash be limited to 6 A.M. to 10 P.M. and that fence along property be repaired. Request by Joanne Bick at the Book Bin for approval of a small, movable vendor cart to be used occasionally for the sale of hot dogs. Agenda Item 7 was withdrawn. ,----.., \..J (\ \..J (\ , J V Energy Outreach Center representative Lyle Tribwell presented Economic Benefits Study slide show, a summary of the Lacey, Olympia, Tumwater and Thurston County Solar Access Project. The presentation and material provided demonstrated that street orientation is the major factor affecting the use of solar features in convential houses. Conditions that influence successful solar planning and use such as street orientation, sub division design and solar access protection can be controlled by ordinances. Other services provided by Energy Outreach Center are loan/rental of materials and equipment and comparisons of heating systems. For a fee of $50 they will evaluate and suggest design changes to building plans that will improve energy efficiency. Zoning recommendations to forward to Joint Planning Committee were discussed. A Mountain View Road resident felt that changes allowing residential/multi-family zoning in that area was not suitable because of the distance from stores/services. Also discussed for possible residential/multi-family was north of 103rd which has good access to services. It is that this change will be recommended by the Joint Committee at the July 3 meeting. the area possible Planning Committee members requested that they be notified when new maps are available. Todd Stamm will be contacted by staff to see when they will be ready. The county has more designated land use categories than contained in the Yelm Zoning Ordinance. Committee members Longmire, Gorman and Brown will meet with Borges to determine if need exists to add/change zones as allowed by ordinance. First Street Project update by Borges. Requested Transportation Improvement Board authorization for Yelm to advertise for bids prior to Board authorization of construction funds. Also requested approval to extend project limits an additional 170 feet from Jefferson to SR507, this will tie together the TIB project and Department of Transportation SR507 & 1st Street intersection project. TIB Grant will be changed to include last block of 1st Street to Railway at cost share of lOX to Yelm. Design changes include new Shop Rite front. A report by Shelly Badger on the May 8, 1989 Sewer Information Workshop. Planning Committee members were urged to attend the next meeting to give input on the sewer project. A proposal to the Planning Corrmittee by the Yelm School District in regards to parking at the Pre-School location at 401 Yelm Avenue E. The Planning Corrmittee discussed various options for parking at the site and asked that staff obtain additional information from the School District before they can forward any recorrmendation to the Town Council. Fisher Boundary Line Adjustment: The Committee requested additional information on the BLA before making their final recommendation. Existing buildings and septic tanks need to be shown on the BLA map. o The final draft of the Yelm Platting Ordinance Fee Schedule was presented to the Planning Corrmittee. Members will review and give any corrections or changes to staff. A request to construct a commercial "warehouse food" outlet at the corner of Railroad and Stevens. Motion carried. o Dick's Food Center sign request: Yelm Municipal Code states that a legal nonconforming sign (a sign existing as of the effective date of Sign Ordinance #324 which does not conform to the specific provisions of the ordinance) may remain until January 1, 1994, at which time the sign shall be removed or made to conform to the ordinance. Dick's Food Center requested of the Planning Committee to replace the two legal nonconforming signs (on Yelm Avenue East and West) with new ones. Staff recommendation is to allow the signs to be replaced as the new signs will be of higher quality and visual appeal. The standard review and permit process would need to be followed. Tom Gorman moved to recommend to the Town Council to approve the request, subject to review by the Yelm Building Department (including permit process) and that the square footage of the new signs not exceed that of the present signs. Also, subj ect to the maintenance requirements as established by Yelm Sign Ordinance #324 and section 15.24.120 of the Yelm Municipal Code (dealing with date for removal of legal nonconforming signs-January 1, 1994). Schedule: Will be reviewed by Jim to the Planning Committee for final c Kathy Wolf reported on the Joint Planning Committee Meeting of April 3, 1989 and the Field Trip of April 6, 1989. The tour was very benefit ial to committee members as they were able to see areas of noncompliance and those areas which are in need of zoning or land use specifications. The next step for the committee is to finalize the Urban Growth Boundary. At the May 1, 1989 meeting, development standards will be discussed in regards to road, water and sewer systems. Engineers from Skillings & Chamberlain and Parametrix will be on hand along with a representative from Thurston County Health Department. The Planning Committee was informed of the FEMA (Federal Emergency Management Act) ordinance being reviewed by the Town Council. The ordinance is required for the development of a sewer system and for any construction done on 1st o c c Street. Upon completion of the ordinance and application for membership with FEMA, Yelm residents will have the option to purchase flood insurance if desired. A question on the progress of Jackpot Food Mart, staff reported that Time Oil Co. is re-assessing the project to see if they still would like to locate on the site at the corner of Third Street and Yelm Avenue. A packet was presented to Planning Committee Members addressing towns, cities and counties in regards to local zoning on tree planting in regards to power lines, ect. Gene Borges will attend a meeting on March 30, 1989 at Thurston County Courthouse to receive additional information. The meeting will be on the April 18, 1989 agenda. The proposed fee schedule for the Yelm Platting Ordinance was drafted by the Planning Corrmittee. Staff will type the changes and present it back to the committee for their final review at the April meeting. c Gene informed the Committee of the items that Yelm will be responsible to provide for the upcoming Yelm/Thurston County Joint Planning Committee Meetings: 1. Yelm Telephone Canpany Rezone Request: Jim Keyes moved to recaTTTlend to the Yelm Town Council to rezone the Yelm Telephone Canpany property between McKenzie and Mosman Street and Second and Third Street fran R-1 to C-1 (CaTTTlercial), second by Roberta Longmire. Harry Lewis Short Plat Request: After further research, it was discovered that the short plat request on Crystal Springs Street lies within the Industrial Zone where residential uses are prohibited in the Yelm Zoning Ordinance No. 346. Jim Keyes will notify Mr. Lewis of the discovery and suggest an application for rezone if he would like to continue with the short plat. Yelm Church of Christ Residence: A request to place a trailer (for security purposes) on the property (Crystal Springs Street) during construction of the residence was denied by the Planning Coomittee at this time. Nothing could be found in the present ordinances that would allow placing a trailer on the site to be used during construction. Discussion on the recent presentations to the Yelm Town Council by the Nisqually Valley Neighbors and METRO regarding the proposed Hancock (Silvaculture sludge reforestation project) site. Work was continued on the YeJm Platting Ordinance. At the March 21, 1989 Planning Comnittee meeting, the fee schedule will be discussed. A sample schedule will be mailed to all members. Motion carried. Thurston County Joint Planning Committee meeting of January 9, 1989 - Tom Gorman: Tom reported that the committee had worked on establishing the boundaries of the planning area. The committee will hold their next meeting on February 6, 1989 to prepare for the public workshop on Monday, February 27, 1989. The Yelm Planning Committee expressed a concern that the boundaries chosen by the Yelm/Thurston County Joint Committee were too large to be researched within the time frame that is allowed for the plan to be completed. George Knight moved to recommend to the Yelm/Thurston County Joint Planning Committee that they use the "Sphere of Influence" established in the 1985 Yelm Comprehensive Plan as the boundary for the planning area, second by Tim Schlosser. Motion carried. A request was made for an amendment to the Yelm Sign Ordinance to allow special event off-premise signs. Tim Schlosser moved to oppose the amendment to the sign ordinance, second by Kim Spivey. Motion carried. c Kim Spivey introduced Tony Laughlin, who will be replacing Julie Horst on the Planning Committee. Tony is a student at Yelm High School and very active in FFA. He will be representing the student body at Yelm High School.
