B Yelm, WA 98597 Dear Ms. Carli: Thank you for attending the Presubmission meeting regarding expanding your business at 801 Yelm Ave. West. As stated in that meeting, the business license for Advantage Collision was approved erroneously, as automobile collision repair and painting is a prohibited use in the C-1 Commercial Zone. I have attached a copy of the Presubmission notes that explain this in more detail. Since you have been operating your business at this site for quite a length of time, we consider your business a nonconforming use and as shown on the notes, nonconforming structures or uses shall not be enlarged or expanded upon in a manner which would increase the nonconforming aspects. At our meeting on November 12, 2003, a couple of possibilities for your site were discussed. You inquired about providing a covered area or canopy area for your customers to pull into in order to receive estimates on repairs. With the understanding that this area will be used for estimates only, and not used for vehicle storage, or any repair activities, this covered area would be allowed and a building permit required. The Yelm Municipal Code does allow for the expansion for storage only. Expansion for storage only is exempt from Site Plan Review, and would not be increasing the nonconforming use.
