cr-022604 ron oleary apartments M E M O R A N D U M City of Yelm Community Development Department Engineering Division   Pre-Application Meeting February 25, 2004 Civil Engineering Comments These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Ronald O’Leary Project: Condominiums/Townhouses - 14 units Project Location: 304 SE Longmire Street Yelm, WA 98597 Tax Parcel Number 21724410200 Water  TC \l1 " The proposed site is not currently connected to the City of Yelm’s water system. There is a 6 inch water line in Longmire Street to which connection would be made by the project. Water connection fees are based on a consumption rate of an ERU (240 gallons per day) and are charged at a rate of $1,500/ERU (fee subject to change) inside city limits. A ¾” pre-tapped, pre-plumbed water meter is currently $300. A back flow prevention device will be required to be installed on the water services if an irrigation meter is utilized. Sewer TC \l1 " The proposed site is not currently connected to the City of Yelm’s S.T.E.P. sewer system. There is a sewer line in Longmire Street to which connection would be made by the project. Sewer connection fees are based on the same ERU as water and are charged at a rate of $5,269/ERU (fee subject to change) inside city limits. There is a $145 inspection fee due at building permit issuance. The S.T.E.P. tank is purchased and installed by the developer and deeded to the City for maintenance and operation. The number and location of S.T.E.P. tanks would be determined through civil plan review. Fire Fire protection to the buildings must be provided per the Uniform Building Code. There are existing Fire Hydrants at the intersection of McKenzie and Longmire and south of the project on Longmire but these hydrants do not provide adequate fire coverage as they are each approximately 200 feet from the property boundary. Additional hydrants may be required to provide adequate fire coverage. The location of required hydrants will be determined as part of the civil plan review. TC \l1 " Stormwater TC \l1 " If the project creates over 5,000 square feet of impervious surface, a preliminary stormwater plan will be required at the time of land use application and a final plan at the time of civil plan review. The City has adopted the 1992 Department of Ecology Stormwater Manual. If a stormwater plan is not required, stormwater runoff still may not be concentrated and discharged to the ground or to adjacent properties, including public rights-of-way. Required landscaping areas may not be used for stormwater treatment. TC \l1 " Street Improvements TC \l1 " Frontage improvements will be required for this project. Longmire Street is identified as a neighborhood collector, which requires a 16 foot travel lane, a 7 foot planter strip with street trees, and a 5 foot sidewalk. Half street improvements will be required to be constructed along the frontage of this property before occupancy. Access to the project from Longmire Street will be required to align with Berry Valley Road, near the southern property line. Parking A 23 foot drive aisle needs to be maintained in the internal parking lot and driveways need to maintain sufficient sight distance and minimize conflicting backing movements. Street Lighting TC \l1 " Street lighting at the entrance to Longmire Street may be required for this project. The location of required street lighting will be determined as part of the civil plan review. ADA Requirements The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architectural plans.
