Fees totaling $1,650.00 were paid, City of Yelm Receipt # 34433. Due to many issues, that plat never was completed. In August of 2006, Honeysett Development applied for a Preliminary Plat (Cullens Road Plat, SUB-OS-0684-YL), with Don Findlay still being the owner of the property, to subdivide 6.96 acres into 24 single family lots. Fees for this application would be $1,500.00, $150.00 less than the previous application. Fees paid for SUB-OS-0003-YL are being applied to SUB-OS-0684-YL. However, since the fees already paid are $150.00 more than the fees now due, a refund needs to be issued. Box 310 Gig Harbor, WA 98335 Dear Mr. Findlay: The City has performed a preliminary review of your environmental checklist, and requires further information before we can complete our environmental review. This site shares a well with the small home located at the southeast corner. Please provide evidence that you have the property owners' agreement to abandon the shared well, or show that the agreement gives you the right to abandon the well without the other party's agreement. There is an existing residence and well located on the property to the south of this site. Please show the location of this well and its 100-foot radius. Due to the steep slope on the west side of the property, the City has a concern about placement of the City STEP sewer tanks on lots 10, 12, 16, and 24. We are also concerned about setback requirements and driveway placements for these lots. Please provide to us, a map showing reasonable house design setbacks, driveway placements and sewer tank placements for these lots. The proposal of using Tract D as an emergency access is not acceptable. The International Fire Codes states that fire apparatus access roads shall be provided and maintained in accordance with locally adopted street, road, and access standards. Section 16.16.060 states that every subdivision of 25 or more housing units shall provide more than one vehicular access from a collector street. A possibility to consider for this plat, is to phase your project so that the last 5 lots are built at the time of future road connection to the South. The City requests that you reconfigure Lot #30 and Tract B so that Lot 30 fronts entirely on Road B. Tract B would then be more rectangular in shape, and abut both Road B and Cultens Road. Dear Mr. & Mrs. Bergin: Thank you for your letter dated February 2, 2005. I would like to address the comments that you have made. I will refer to your comments as you have numbered them. I will be forwarding your concerns to the developer along with our initial review comments to be addressed. #1. The preliminary drawings submitted do show the property lines that you share in common with the parcel to be developed as 140 feet. This number reflects the right of way needed from their parcel to complete road frontage improvements. You're actual property line of 150 feet shows in a lighter shaded line which may not be visible on the smaller map. #2. The preliminary drawings show the outbuildings and mobile home proposed to be removed. It does not show your home, as your home is not proposed to be removed. #3. The preliminary drawings show the well to be abandoned. The developer is responsible to address the shared well agreement with you the property owner. We have requested this information from the developer. You will be contacted shortly regarding this matter. #4. During our initial review, we also determined that Tract D is not wide enough to be used as an emergency access. This information is being forwarded to the developer.
