In January of 2005, Don Findlay, owner of property on Cullens Road, applied for a Preliminary
Plat (Cullens Road Plat, SUB-OS-0003-YL) to subdivide 6.53 acres into 30 single family lots.
Fees totaling $1,650.00 were paid, City of Yelm Receipt # 34433. Due to many issues, that plat
never was completed.
In August of 2006, Honeysett Development applied for a Preliminary Plat (Cullens Road Plat,
SUB-OS-0684-YL), with Don Findlay still being the owner of the property, to subdivide 6.96
acres into 24 single family lots. Fees for this application would be $1,500.00, $150.00 less than
the previous application.
Fees paid for SUB-OS-0003-YL are being applied to SUB-OS-0684-YL. However, since the fees
already paid are $150.00 more than the fees now due, a refund needs to be issued.
Please issue a check made payable to Don Findlay, PO Box 310, Gig Harbor, WA 98335, in the
amount of $150.00 to refund the overpayment.

Dear Mr. Findlay:
The City has performed a preliminary review of your environmental checklist, and
requires further information before we can complete our environmental review.
This site shares a well with the small home located at the southeast corner. Please
provide evidence that you have the property owners' agreement to abandon the shared
well, or show that the agreement gives you the right to abandon the well without the
other party's agreement.
There is an existing residence and well located on the property to the south of this site.
Please show the location of this well and its 100-foot radius.
Due to the steep slope on the west side of the property, the City has a concern about
placement of the City STEP sewer tanks on lots 10, 12, 16, and 24. We are also
concerned about setback requirements and driveway placements for these lots. Please
provide to us, a map showing reasonable house design setbacks, driveway placements
and sewer tank placements for these lots.
The proposal of using Tract D as an emergency access is not acceptable. The
International Fire Codes states that fire apparatus access roads shall be provided and
maintained in accordance with locally adopted street, road, and access standards.
Section 16.16.060 states that every subdivision of 25 or more housing units shall
provide more than one vehicular access from a collector street. A possibility to consider
for this plat, is to phase your project so that the last 5 lots are built at the time of future
road connection to the South.
The City requests that you reconfigure Lot #30 and Tract B so that Lot 30 fronts entirely
on Road B. Tract B would then be more rectangular in shape, and abut both Road B
and Cultens Road.

Dear Mr. & Mrs. Bergin:
Thank you for your letter dated February 2, 2005. I would like to address the comments
that you have made. I will refer to your comments as you have numbered them. I will be
forwarding your concerns to the developer along with our initial review comments to be
addressed.
#1. The preliminary drawings submitted do show the property lines that you share in
common with the parcel to be developed as 140 feet. This number reflects the right of
way needed from their parcel to complete road frontage improvements. You're actual
property line of 150 feet shows in a lighter shaded line which may not be visible on the
smaller map.
#2. The preliminary drawings show the outbuildings and mobile home proposed to be
removed. It does not show your home, as your home is not proposed to be removed.
#3. The preliminary drawings show the well to be abandoned. The developer is
responsible to address the shared well agreement with you the property owner. We
have requested this information from the developer. You will be contacted shortly
regarding this matter.
#4. During our initial review, we also determined that Tract D is not wide enough to be used
as an emergency access. This information is being forwarded to the developer.

At his time there are four points that should be considered before final approval of
development plan, they are.
#1, Preliminary plat drawings of plan show my parcel as 140 ft by 85 ft, our deed and
description show 150 ft. by 85 ft.
#2, plat drawings show "existing buildings to be removed" and our home is missing from
the drawing.
#3, plat drawings show "existing well to be abandoned" we share the well located on the
adjacent parcel as per existing well agreement and have no desire to abandon the well at
this time.
#4 Tract D of plat drawing may not be wide enough for purpose described due to existing
property lines.

and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be

THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON February 2, 2005.
This notice has been provided to appropriate local and state agencies, and property owners within 300
feet of the project site. These recipients, and any others who submit a written request to be placed on the
mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else

environmental determination is issued. Opportunities for appeal occur within twenty one (21) days after

Dear Jim:
Don Findlay is proposing construction of the Cullens Road Alat, a 34-unit single-family residential
development located west of Cullens Road in the City of Yelm. The development will be served by a
primary vehicular access onto Cullens Road with an additional paved emergency access to Cullens PFoad
at the south edbe of the property. The proj ect will be designed with a stub street for future connection to
the south. The project is scheduled for completion and occupancy in 2006. We have prepared a project
trip generation/distribution map and a list of assumptions we intend to use in preparing a Traffic Impact
Analysis for the proposed project.
Project T rip Generation
Vehicle trip generation was calculated for this project using the current edition of the Trip Cienel~ation
report by the Institute of Transportation Engineers (ITE). The Single-Family Detached Housing land
use (land use code 210) was determined to be the most applicable to this site. 'The trip generation rates
used for this analysis are shown below i.n Table 1.

northwest and SS% from the southeast.

exiting). Based on the trip distribution analysis, it appears that two intersections will require further
analysis and documentation. These are:

assumptions:
• We will base our traffic volume projections on turning movement counts collected in Apri1/May

• The 2003 volumes will be increased by 4% to reflect base year 2004 conditions
