Conley OptionsOption 1 - Add bathrooms.
To add bathrooms to the existing dwelling unit, but not operate a bed and breakfast in the dwelling, the following would be required:
A building and plumbing permit.
The bathrooms would not have to meet the standards of the Americans with Disabilities Act.
Option 2 – Operating a Bed and Breakfast Inn as a Home Occupation.
To add bathrooms to the existing dwelling unit and to operate the dwelling unit as a Home Occupation pursuant to Chapter 17.69 Yelm Municipal Code, the following is required:
A building and plumbing permit.
A home occupation permit from the City Clerks Office.
A business license from the City Clerks Office.
A home occupation is limited to 400 square feet of a residential building. The City would only count the area of bedrooms being used as part of the Bed and Breakfast, not joint facilities
such as the kitchen or common access areas.
A home occupation requires all parking spaces to be located off-street. If additional off-street parking were not provided, the home occupation would be limited to two bedrooms (one
space each with two required for the dwelling unit), assuming that there is a two car garage.
This use will be covered by the International Residential Code.
The bathrooms would not have to meet the standards of the ADA.
Option 3 – Operating a Bed and Breakfast Inn.
To operate a bed and breakfast inn which exceeds the limitations of a Home Occupation, the following would be required:
A site plan review approval. This land use approval process was covered in detail in the pre-submission notes.
A building and plumbing permit.
A business license from the City Clerks Office.
As noted during the pre-submission meeting, the City will consider deferring frontage improvements (the reconstruction of frontage streets to current standards), but some improvement
to the streets would be required in order to provide on-street parking which meets the City parking standards.
The Building permit will be for an occupancy covered by the International Building Code, not the International Residential Code. All requirements of the International Residential Code,
including fire separation between the bedrooms, sprinklers, and compliance with the Americans with Disabilities Act will be required.
General Notes
The STEP Tank would not have to be replaced, pursuant to the December 5, 2002, letter from the Public Works Department, but you would still be responsible for all costs to replace the
system if it fails.
