CV 051105 Mini storage vancil M E M O R A N D U M City of Yelm Community Development Department Engineering Division   Pre-Application Meeting May 11, 2005 Civil Engineering Comments These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Lubbesmeyer Construction Project: Mini Storage and Moving Supply Store Project Location: Vancil Road behind Safeway Yelm, WA 98597 Tax Parcel Number 85810000200 Water The proposed site is currently not connected to the City of Yelm’s water system. This project would be required to connect to the city system. Water connection fees are based on a consumption rate of 900 cubic feet a month for each ERU. Each ERU is charged at a rate of $1,500 (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer for the proposed commercial use of the property. Connection fees will be calculated using the information provided by your engineer. A back flow prevention device will be required to be installed on the water services pursuant to the Washington Administrative Code. Sewer TC \l1 " The proposed site is currently not connected to the City of Yelm’s S.T.E.P. sewer system. Sewer connection fees are based on the same ERU as water and are charged at a rate of $5,417/ERU (fee subject to change) inside city limits. At the time of application submittal you will be required to submit water usage calculations provided by a licensed civil engineer. The sewer fees will be calculated using the information provided by the engineer. This proposal will be required to install a step system that includes the service lines and connection to the existing sewer main in Vancil Road. Fire Fire protection for the buildings must be provided per the International Fire Code. Additional hydrants may be required to provide adequate fire coverage. The building official will review the requirements to meet the current fire code. Stormwater TC \l1 " If the project creates over 5,000 square feet of impervious surface, a preliminary stormwater plan will be required at the time of land use application and a final plan at the time of civil plan review. The City has adopted the 1992 Department of Ecology Stormwater Manual. If a stormwater plan is not required, stormwater runoff still may not be concentrated and discharged to the ground or to adjacent properties, including public rights-of-way. Required landscaping areas may not be used for stormwater treatment. TC \l1 " Street Improvements TC \l1 " No street improvement will be required on Vancil Road. The improvements have been completed prior to this application. Street Lighting TC \l1 " Street lighting will be required for this project. The application will be reviewed at the time of site plan review. ADA Requirements The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon further review of the civil and architectural plans.
