Pre-Application Meeting

Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.

Project Proposal: Binding site plan for Our Redeemer Lutheran Church
Project Location: 805 Yelm Avenue E, Yelm, WA 98597
Water
The proposed site is currently connected to the City of Yelm water system. There is an existing 8 inch diameter water main located in Yelm Avenue which serves the property. This main
will need to be extended onto the property to serve the new pads, and may have to be looped to achieve required fire flows.
The cost of commercial water connections to serve the pads is based on an average consumption rate of 900 cubic feet a month and are charged at a rate of $1,500.00 per equivalent residential
unit (fee subject to change). Water meters cost between $300 and $1,000, pre-tapped, pre-plumbed, depending on the size of meter required. The civil plans for construction on each
pad are required to include estimated water usage for fee calculation purposes, and may be based on usage at similar businesses.
An irrigation meter will be required to be installed.
All commercial buildings and irrigation systems are required to have a back flow prevention device installed on the water services. The civil plans should show all proposed backflow
devices.
Sanitary Sewer
The proposed site is currently not connected to the City of Yelm S.T.E.P. sewer system. This site is served by a 8 inch sewer main located in Yelm Avenue East which serves
the property. This main will need to be extended onto the property, probably as a 4 inch line, to serve the new pads.
All new pads and the existing church will be required to connect to sanitary sewer. Connections include a S.T.E.P. tank, pump system, and service lines necessary to meet the current
City of Yelm development guidelines. The binding site plan may propose phasing connection to sewer for the existing church, which would be reviewed as part of the binding site plan
application.
Commercial sewer connections are based on consumption rates of 900 cubic feet a month and are charged at a rate of $5,417 per connection (fee subject to change). There is an inspection
fee of $145.00 per connection. Sewer connection fees are based on the same water usage calculations required as part of the civil plan submission.
For comparison purposes, the Church’s average water usage over the last year was 370 cubic feet per month.
Fire
Fire protection in the form of access and fire flow will be required to each of the pads. The specific location of fire lanes and hydrants will be determined through the civil plan
review process and must meet the requirements of the International Fire Code.
Stormwater
Developments that increase the amount of impervious surfaces are required to provide stormwater facilities pursuant to the 1992 DOE Stormwater Manual. If stormwater mitigation is required
the types of stormwater quality treatment may be wet ponds, bioswales, or filter strips. Sandfilters or alternative technologies are not typically approved in Yelm. Stormwater disposal
is infiltration typically accomplished through open ponds or underground galleries. All roof drains are required to infiltrated separately from the stormwater system.
Street Improvements
Frontage improvements have been completed for this project through the Yelm Avenue East improvements. A single commercial driveway access will be allowed for the binding site plan.
ADA Requirements
The Americans with Disabilities Act requires that the site be accessible, including pedestrian access from the street frontage and walkways from accessible parking to each building.
Accessible parking and on-site access will be reviewed as part of the civil plan submission and will be required to meet the Washington State Amendments to the Building Codes.
