These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community
Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.

Street Improvements
Frontage improvements shall be consistent with Yelm’s Development Guidelines. These improvements may consist of asphalt widening, curb and gutter, landscape planter, street trees, sidewalk
and street lighting.
Longmire Street SE is classified as a “Neighborhood Collector” which includes a 16’ paved asphalt drive lane, concrete curb and gutter, a 7’ planter strip, a 5’ sidewalk and street lighting.
This street classification also does not allow on street parking. This project will be required to construct half street improvement along the frontage of Longmire Street. At this
time another developer has completed the majority of the roadway improvements. This project will be required to complete the planter strip, sidewalk and street lighting as required
for the projects frontage. A total of 28’ of right of way will need to dedicated for the frontage improvements.
If the property is not being subdivided, access to the property would be a commercial driveway approach into a parking lot. This driveway location will be reviewed at the time of application
for alignment and driveway spacing from other access points.
Sewer
The property is located in the City of Yelm’s sewer system service area but is not currently connected to the sewer system. An existing 4” sewer main is located in Longmire Street SE.
This project will be required to connect to this sewer main. This project will also be required to install a sewer main on the proposed project to connect the step tanks. The sewer
main sizes will be reviewed as part of the preliminary plat application. The number of step tanks and locations of the tanks will be reviewed at site plan review.
Residential sewer connections are based on a consumption rate of 900 cubic feet a month and are charged at a rate of $5,569 per a residential connection (fee subject to change) inside
city limits. Each residential unit would be charged for one connection. An inspection fee of $145.00 per STEP tank will also be required. These fees are payable a building permit issuance.
A multifamily project may receive a discount on the connection fees depending on the final site plan and building configuration.
Stormwater
Developments that create over 5,000 square feet of impervious surface are required to provide stormwater facilities pursuant to the 1992 DOE Stormwater Manual. If a stormwater plan
is required, the types of stormwater treatment may be wet ponds, bioswale and filter strips. Stormwater disposal is typically 100% infiltration in Yelm through infiltration ponds or
underground galleries.
All storm water facilities shall be located outside the right of way in a separate tract to be maintained by the homeowners association. At this time sand filters and “alternate technologies”
are not permitted.
Water
This project will be required connect to the existing 10” water main in Longmire St SE. This project may also be required to install a water main, fire hydrants, and water meters to
serve all proposed residences. The minimum size water main is 8” in diameter within the project limits.

city limits. Each residential unit would be charged for one connection. This fee is payable at building permit issuance. A multifamily project may receive a discount on the connection
fees depending on the final site plan and building configuration.
An irrigation meter shall be installed for the purpose of irrigation. An approved backflow prevention device will be required for all landscape irrigation connections.
The Washington State Department of Health, in WAC 246-290-490 requires that all group A water systems with 1000 or more connections develop and implement a cross
control connection program. This program requires all commercial buildings and irrigation systems to have a back flow prevention device installed on the water services. A list of approved
devices can be located at the above referenced Washington Administrative Code.
ADA Requirements
The American Disabilities Act required that facilities are ADA accessible. Facility improvements will have to meet current code. Review of these improvements will be determined upon
further review of the civil plans.
Utility Notes:
PSE has requested a 15’ easement to be located on the southwest property line. This easement would be 7.5’ on each side of the property line. Your site plan as proposed will accommodate
this without any modifications. This easement will be to serve the Longmire Roadway with a new 8” gas main.
