PacWest Engineering, LLC 5009 Pacific Highway East, Unit 9-0 Fife, WA 98424 Dear Matthew: The Community Development Department received the revised site plan for a proposed Planned Residential Development for Ron Newman, located south of 103rd Avenue. The revised site plan was a follow-up to a pre-submission meeting for the same property and attempts to address the issues raised during the pre-submission meeting. The Site Plan Review Committee reviewed your revised site plan and clarifications to the type of development and street standard details. Please note that the Department did not attempt to address issues that are still applicable from the initial pre-submission meeting such as process or the statement of design standards. The following issues were raised by the Site Plan Review Committee: One access to the development may be approved in a Planned Residential Development, but because only one access is provided, other fire safety and life safety issues are going to be reviewed very closely by both the City and the Fire District. The street system proposed does not include full turn-arounds on the side street. The distance from the entrance to the end of the cul-de-sac on the main road, coupled with the road section, raises some concerns regarding safe access. Access to the flag lots also raises concerns about safety as well as the ability to serve these lots with sewer and water services in an efficient manner. It will be difficult to achieve an adequate building envelope on a 30 foot lot, even with 5 foot side yard setbacks. Additionally, it may be difficult to accommodate all required utility infrastructure, including a water meter, STEP sewer valve, STEP Tank, Street Trees, and a driveway, along a 30 foot property frontage. This will be even more difficult on the flag lots. The proposed development would be a Planned Residential Development pursuant to the Zoning Code and a subdivision pursuant to Chapter 16 YMC. All requirements of both these chapters of the Yelm Municipal Code would apply, unless amended through your specific PRD proposal. Hopefully, this review is helpful.
