Thank you for the opportunity to review the above referenced pre-submission request by Jim Coran to construct a swimming pool complex with workout area at 16025 Bald Hills Road.
As the property is within Yelm’s urban growth area, development should be consistent with the requirements of the Yelm Development Guidelines as well as Thurston County design standards.
The property is pre-zoned Moderate Density Residential (R-6) upon annexation into the City of Yelm. This zoning district is a fairly restrictive residential district which would not
allow the proposed use as either an allowed or special use.
Frontage improvements (half street improvements) to Morris Road and Bald Hills Road should be required and would be consistent with the Commercial Collector (Morris Road) and Urban Arterial
(Bald Hills Road) standards found in the Yelm Development Guidelines.
A commercial driveway approach would be allowed by the Development Guidelines to serve the proposed parking area, which should be paved, striped, and landscaped consistent with the standards
of the Development Guidelines. Driveway locations should be coordinated with Jim Gibson, the Yelm Development Review Engineer.
Landscaping should be consistent with Chapter 17.80 Yelm Municipal Code and the design of the building should comply with the requirements of the Yelm Design Guidelines. The Community
Development Department would appreciate the opportunity to review the landscape plan and building elevations prior to apporval.
Finally, the South Thurston County Coordinated Water System Plan adopted by the City of Yelm and Thurston County limits the approval of new water systems within the Yelm Water Service
Area, which includes the entire UGA, to satellite systems approved and
managed by the City of Yelm. Although the pre-submission request does not specify how potable water would be provided to the facility, it appears that a new Group A water system would
be required and, if so, should be consistent with the requirements of the Coordinated Water System Plan.
