Box 479 Yelm, WA 98597   July 26, 2005 Thurston County Development Services 2000 Lakeridge Drive SW Olympia, WA 98502-6045 Re: Project Number 2005102651 Thank you for the opportunity to review the above referenced pre-submission request by Patty Thompson to construct a beauty shop and daycare at the northeast intersection of Cullens Road and Coates Road. As the property is within Yelm’s urban growth area, development should be consistent with the requirements of the Yelm Development Guidelines as well as Thurston County design standards. The property is pre-zoned Moderate Density Residential (R-6) upon annexation into the City of Yelm. This zoning district is a fairly restrictive residential district which would not allow the beauty salon but would allow the daycare as a special use. Frontage improvements (half street improvements) to Cullens Road should be required and would be consistent with the Neighborhood Collector standards found in the Yelm Development Guidelines. A commercial driveway approach would be allowed by the Development Guidelines to serve the proposed parking area, which should be paved, striped, and landscaped consistent with the standards of the Development Guidelines. Driveway locations should be coordinated with Jim Gibson, the Yelm Development Review Engineer. Landscaping should be consistent with Chapter 17.80 Yelm Municipal Code and the Community Development Department would appreciate the opportunity to review the landscape plan prior to apporval. Finally, the South Thurston County Coordinated Water System Plan adopted by the City of Yelm and Thurston County limits the approval of new water systems within the Yelm Water Service Area, which includes the entire UGA, to satellite systems approved and managed by the City of Yelm. It appears that a new community water system is proposed, which should be consistent with the requirements of the Coordinated Water System Plan.
