09-08-04 MINUTES YELM CITY COUNCIL MEETING MINUTES REGULAR MEETING WEDNESDAY, SEPTEMBER 8,2004 1. Call to Order. Mayor Rivas called the meeting to order at 7:30 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, and Ron Harding. Excused: Pat Fetterly 3. Agenda Approval 04-77 MOTION BY BOB ISOM, SECONDED BY JOE BAKER APPROVING THE AGENDA. CARRIED. 4. Special Presentations- CAPCOM Proclamation. Mayor Rivas read the Proclamation and presented it to Michael Aston from Capcom proclaiming September 11, 2004 to be 911 Day in the City of Yelm recognizing those persons dedicated to their work responding to emergencies. 5. Public Comment. There were no requests to speak. 6. Consent Agenda a. Council Minutes - August 25, 2004 Regular Meeting, August 26, 2004 Study Session. b. Payables: Checks 23339-23403, totaling $292,155.09 1) Manual Checks: 23339-23403, totaling $11,651.24 2) Claims Checks: 23404-23470 totaling $280,503.85 c. Final Payroll August Checks: 8442-8504 totaling $191 ,645.68 d. State Route 510 Loop Update. Mayor Rivas introduced Perry Shea from Parametrix who presented an update on the Y3 northern three and one-half mile bypass as d~scribed in the Comprehensive Transportation Plan adopted in 2000. At this time only the design phase of the Y3 is funded. Issues were revisited to validate assumptions including; noise impact, location of key intersections, stoplights, new Canal Estate housing, shoulder and turn lane at intersections and accommodation for non vehicle traffic on both side of the bypass road. Appropriateness was evaluated based on the current traffic rating and returning the traffic back to acceptable service standard in addition to consideration to the future needs of the next 20-30 years in traffic planning. Yelm City Council Minutes ab/cc/2004/09/08/04 Page 1 of3 Reminder was announced regarding Patriots Day Parade and Flag Pole Dedication, September 11, at 10 a.m. and Noon. Shelly Badger announced that the City of Yelm received a $300,000 grant from the Department of Ecology for Water Storage. Application was made for Watershed Planning with both the future ground water in the Yelm Creek aquifer and Nisqually aquifer. No local match is required and can be used for either or both of the projects. 11 . Executive Session- None 12. Correspondence was available. 13. Adjourn.
