The area street system characteristics . Current travel patterns on the area roadways . The proposed access system for the project, and . Locations of residential and commercial centers The Thurston Regional Planning Council (TRPC) has developed a transportation planning model of Thurston County The distribution element of this traffic model has been calibrated to the aforementioned criteria. Site traffic wa~ assigned to the area transportation network based on percentages derived from this information Figure 1 shows,the PM peak hour project traffic applied to the roadway network. Conclusions Based on the traffic scoping analysis described in this memorandum, a Traffic Impact Analysis (TIA) will not be required for this project. This Scoping Analysis should address the transportation element of the environmental review process for the project. Although a TIA will not be requirep for this project, the project proponent will be responsible for a Transportation Facility Charge (TFC) contribution to the City of Yelm The actual TFC contribution will be based on the project's new-to-network trips as identified in Table 3 of this memorandum, and in accordance with the City's TFC ordinance Thank you for reviewing the enclosed material If you have any questions or need additional infqrmation, please call me at (360) 493-6002.
