The proposed project site IS located at 706 Yelm Avenue East (S.R. 507 & 103rd Ave E) in
the CIty ofYelm, Washmgton. The SIte IS bordered by Yelm Ave. E (S.R. 507) to the south.
west, 103rd Ave. E. to the north, and the Nisqually Plaza CommercIal Center to the east. The
legal description is Lots 1 and 2 of short subdIVISIon SS-8012 recorded June 19, 1984, under
Auditor's File No 8406190071 m Thurston County, less the area dedicated to the City ofYelm
for road improvements m 1994 Located m the NE ~ of the NE ~ of Section 30, in Townshtp
17 N, Range 2 E, WM. Total area IS approximately 1 79 acres. The tax parcel numbers are
22730121600 and 22730110201
The proposal IS to expand the existmg Texaco retail gasoline station into a larger retail gaso-
line/convenience/fast food store WIth a car wash. The existmg 327 s.f buildmg, gas pumps,
and 1,008 s.f. canopy will be removed but the eXisting buned fuel tanks will be retained. A
new 3,200 s.f. buildIng hOUSIng the gasoline/converuence/fast food store, new fuel pumps,
6,490 s.f. canopy;-and 792 s f car wash buildIng will be built along WIth an expanded Impervi-
ous surface area.

pemut, utility/roadway constructIon pernuts, buildmg pemuts, plumbIng pernuts, mecharucal
pemuts, and electncal pernuts Preconstructton conferences With the City of Yelm will be

The proposal IS to construct 2,320 s.f of retail space and 800 s.f. of fast food restaurant
space. BuildIngs will be served by the City ofYelm utilities and built to the CIty ofYelm stan-
dards. The property IS zoned C-1 (commercIal)

The proposed development will be constructed in a single phase and will include erosion con-
trol measures, SIte cleanng, grading, parkIng areas, barrier free access, private on SIte under-
ground utihtIes such as gas, electncal power, telephone, fuel, and storm drainage improve-
ments. Public on site underground utihtles will include on-site STEP and water systems.

Stormwater runoff will be treated and disposed of usmg a combination of Best Management
Practices (BMPs) such as a bIo-filtratlOn swale, underground retention/infiltration baSIn/trench,
and routine parking lot maintenance. All faCIlIties will be deSigned to conform to the intent of
the Waslungton State Department of Ecology Stormwater Management Manual/or the Puget
Sound Basin (DOE Manual) and the City of Yelm's Development Guidelines, unless otherwise
noted.

Other features pertinent to the design of the on-site stormwater facilities are as follows
· All catch baSinS will be equipped With silt trap sumps.
· Catch baSin leading to the InfiltratIOn trench will be equIpped With trash rack
grate and a fine mesh screen on the outlet tee
· Runoff will be contamed WItlun the impervIOUS parking area where necessary by
raIsed edge curbs.
· An mfiltratlOn rate of 8.27 incheslhr was utilized in the stormwater infiltration
facilItIes deSign.
· The eXisting 0.32 acres of impervIOUS surface, who's stormwater runoff drams to
the catch baSin at the western corner of the site, is conveyed to a catch basin in
Yelm Ave where It IS further conveyed to the bio-filtration swale and open reten-
tion/infiltration basm at the northwest comer of Yelm Ave & 103rd Ave, will be
"grandfathered. "

SECTION 2 - EXISTING CONDITIONS:
Currently, there IS a Texaco located on the site. The eXIsting improvements mclude a small
building housing only a casluer, two pump islands with eIght pumps, buried fuel tanks, sIgns,
and approXImately 0 32 acres of Impervious surface The urumproved portion of the site is a
level grass praine WIth wild grasses and a few bushes. There is some surface drainage from the
Nisqually Plaza Commerc1al Center to the east and a 3" p1pe drairung onto the slte at the
northeast comer EXIstmg slte dramage from the 1mproved/impervious area drams to the catch
basm at the western comer of the slte, 1S conveyed to a catch basm m Y elm Ave where It is
further conveyed to the blO-filtratlOn swale and open retentlOn/infiltration basin at the north-
west comer of Yelm Ave & 103rd Ave. Storm drainage from the urumproved portlOn of the
SIte percolates on-s1te due to the rap1d infiltratlOn charactenstIc of the Spanaway gravely sandy
loam soils. There are no creeks, lakes, ponds, ravmes, gulhes, steep slopes, springs, wetlands,
or other enVIronmentally sens1tive areas on the slte or the adjacent property
The project slte IS located m an "aqUlfer sens1tlve area" pursuant to the Thurston County
Environmental Health Department mapping. However, tlus project comphes with the strict
stormwater treatment reqUlrements of the DOE Manual. In add1tlOn, the groundwater level m
the areas is approximately 20 feet below the eXIstmg ground surface. See the well log data m
Appendix B
SECTION 3 - INFIL TRA TION RATES/SOILS REPORT:

The Soil ConservatlOn Service (SCS) Soil Survey of Thurston County indicates that soils on
the slte are Spanaway gravelly sandy loam. Tlus soil is considered HydrologIC Soil Group B
On-s1te soils testmg done by tlus office confirm the SCS soils claSSIfication and the permeabil-
1ty charactenstlcs cons1stent w1th tlus soil type. Four test pits were excavated to approXI-
mately 7 feet. The 10catlOn of these test p1ts are depIcted on the plans and the soils log data
are found m Append1x A. Falhng Head InfiltratlOn tests were completed and determmed an
infiltratlOn rate of greater than 20"/hr m the VIC1ruty of the test p1tS.

The soils logs md1cates that the top 24" to 30" of the natIve soil IS generally less permeable
than the underlymg soil. Tlus topsoil matenal will be used to restrict infiltration in the bio-
filtratlOn swales. The underlymg soils are lughly permeable sands and are very conductIve to
stormwater InfiltratlOn.

SECTION 4 - WELLS AND SEPTIC SYSTEMS:

Four groundwater morutonng wells and one abandoned well eXIst on the site. No impact is
antICIpated from these wells. No add1tlonal wells were found on the SIte during two topo-
graphic surveys and the soil pits/soils analysis.

SECTION 6 - SUB-BASIN DESCRIPTION:
There IS mirumal off-sIte dramage tributary to trus project sIte. The general lay of the land IS
slopmg from the east to the west. 103 rd Ave to the north and Y elm Ave to the southwest
have infiltratIon trenches wItrun the nghts-of-way and no drainage was observed onto this
project. The Nisqually Plaza Commercial Center to the east has ItS own stormwater collection
and InfiltratIon system contamed wItrun ItS parcel except for a grassy strip 40' to 601 wide along
it's western sIde wruch slopes towards this project site, although the native permeable soils pre-
sent in trus general area greatly reduce surface water nugratIon or erosIon problems.
