Willow Glen Phase 2
TRIP GENERATION AND DISTRIBUTION STUDY
Introduction
This report documents the trip generation & distribution analysis performed
for the proposed Willow Glen Phase 2 development. This report was
prepared following the city of Yelm's Traffic Impact Analysis Procedures.
II Proposed Development
1. Description
The proposed subdivision will have 45 lots on a 6.68-acre site located east of
Middle Road SE in the City of Yelm, Thurston County, Washington. Figure 1
is a vicinity map showing the location of the site and the surrounding street
network.
Figure 2 shows the preliminary site plan. The plan shows the proposed
layout and how the development is accessed from Middle Road SE via
Sundance Ave. SE and Cascadian Ave. SE.
Zoning
The current zoning of R-6 will remain unchanged.
Phasing and Timing of Project
The project is scheduled for completion in the summer of 2005.
Ilt Existing Conditions
1. Study Area
The traffic study is limited to providing trip generation and distribution of
traffic along Middle Road SE and connecting streets. City staff will determine
further study requirements.
2. Site Accessibility
a. Area roadway system
Site access is from Middle Road SE via Sundance Ave. SE and
Cascadian Ave. SE. Middle Road SE is a two-lane street with 11-ft
lanes. Figure 1 shows the major street system in the area.
b. Pedestrian and Bicycle Facilities
There are sidewalks on within the development and there are
sidewalks on Sundance and Cascadian Streets. There are no
sidewalks on Middle Road SE.
IV Trip Generation and Distribution
1. Trip Generation
The trip generation values for the development are based on 45 lots. The
average rate of 1.01 trips per unit for asingle-family detached housing (land
use code 210), taken from the Institute of Transportation Engineers' Trip
Generation (6th Edition), was used to calculate the number of trips generated
during the AM & PM peak hours of adjacent streets. Table 1 reflects the
average weekday calculation results.

2. Trip Distribution
Trip distribution to and from the development will be along Middle Road to
Grove Road on the east and to Railway Road on the west. The majority of
the employment base is anticipated to the west and retail marketing to the
east. It is anticipated that approximately 70 % of the traffic will be to and
from the west and the remaining 30% will be to and from the east.
See Figure 3 for the area distribution.

lowing is a recap regarding the Willow Glen
meeting on July 23, 2002.
The traffic from two projects currently underway in the city need to be included in the TIA along
with an annual traffic growth rate to forecast the horizon year traffic volumes. That information
is as follows:
• Hawks Landing Subdivision. The trip distribution figure is enclosed. It includes both
information for the approved residential subdivision and a potential future commercial area.
Please use only the 69 trips from the residential development.
Jack in the Box. The project generates 31 new PM peak hour trips. Please assign 35% of
those trips to the Yelm Avenue/15` Street intersection and 10% to the Middle Road/Grove
Road Intersection.
Incorporate a background traffic growth rate of 4% annually to all intersections, except Yelm
Ave/First St. Use a 3% annual growth rate to this intersection
In addition to the operational analysis for the intersections identified in the letter to Tami
Merriman, dated July 12, 2002, please include the following information in the TIA.
• Evaluate the pavement and roadway condition of Middle Street along the property frontage
• Identify the pedestrian routes between the project site and Fort Stevens Elementary School
and determine if adequate facilities are in place to provide safe walking routes to/from the
school
• Include a sight distance analysis of the project access points to Middle Road
• An analysis of the intersection alignment of Middle Road and Railway Road
