WEDNESDAY, MAY 26,2004
Call to Order. Mayor Rivas called the meeting to order at 7:30 p.m.
Roll Call. Present: Don Miller, Joe Baker, Bob Isom, and Ron Harding

THE AGENDA.
Special Presentations- Yelm Prairie Days Proclamation.
Mayor Rivas read the Proclamation announcing this year's Prairie Days
Celebration on June 24 through June 27, 2004. He then presented the
Proclamation to Claire Doyle from the Lions Club.
Public Comment -
Diane DAucti provided excerpts from the 1995 Yelm Vision Plan where she
highlighted sections identifying good points in the plan. She asked Council to
review the plan as described by the Yelm Vision Plan Committee while
considering the future of Yelm and preserving its unique quality. She offered
her assistance for any projects needing volunteers.

New Business
Skillings/Connolly, Inc Construction Management Contract for Potable Water
and Reclaimed Water Projects. Shelly Badger reviewed the staff report
indicating the need to identify the level of construction management required
on the water and reclaimed water capital improvement projects that are now
ready to begin construction. The potable water tower, reclaimed storage
tank, EQ basin, reuse water line to the High School, Baker Hill tank repair
and Well 1 replacement would all be under the same scope of work during
concurrent construction. Budget review was provided.

MAYOR RIVAS TO SIGN SUPPLEMENTAL AGREEMENT NO.1 WITH
SKILLINGS/CONNELLY INC. IN THE AMOUNT OF $175,750.55 FOR THE
CONSTRUCTION MANAGEMENT PHASE OF THE WATER AND
RECLAIMED WATER CAPITAL IMPROVEMENT PROJECTS. CARRIED.
8. b. City of YelmNelm Chamber of Commerce Services Agreement. Shelly
Badger reviewed the staff report revising the annual agreement providing
tourist and area promotion to draw attendees from outside the Yelm area to
participate in community events rather than the daily business of the
Chamber of Commerce.
04-50 MOTION BY DON MILLER, SECONDED BY JOE BAKER AUTHORIZING
MAYOR RIVAS TO SIGN THE SERVICE PROVIDER AGREEMENT
BETWEEN THE CITY OF YELM AND THE YELM AREA CHAMBER OF
COMMERCE FOR THE PERIOD JANUARY 1, 2004 - DECEMBER 31,
2004 IN THE AMOUNT OF $6,000.00. CARRIED.

10. Mayor and Council Reports and Initiatives and Board/Commission
Business
Councilmember Miller attended the Fire Commissioners Meeting where the
three districts discussed concerns about the pending Initiative and possibility
of reduced property tax revenue to the fire districts.
He thanked Tim Peterson for quick response to homeowners concern about
chlorine levels.
Councilmember Baker asked staff about follow up on Berry Valley Loop
parking issue as discussed at prior meeting. Shelly Badger replied she will
address with the Yelm Police Department.
Councilmember Harding attended Intercity Transit Meeting where they
discussed service changes and the Yelm Transportation Committee
continued discussion on a priority formula for future projects.
There was discussion on the policy for reporting vandalism at the Thurston
County Trailhead. Tim Peterson and Shelly Badger responded that while
there is no written policy, there are contact numbers to report incidents for
vandalism, needed clean up etc. Current lighting was reviewed with the
suggestion to add lighting around the shelter.

Agnes Bennick indicated that City Council meetings will continue to be held
at the Public Works facility until further notice.
