Study Context
A 12-acre mdustrIal park IS planned for constructIOn on the east sIde of
Rhoton Road m the CIty of Yelm. ThIs memorandum has been prepared to
address the dIstrIbutIOn of new traffic from the project sIte onto the area
roadways, and the potentIal traffic Impacts to the' Yelm Avenue/FIrst Street
mtersectIOn.
Site Traffic Generation and Distribution
The amount of new traffic generated by the proposed mdustrIal park was
estImated based on data contaIned m the InstItute of TransportatIOn
Engmeers (l'1'E) Tnp Generatwn, 5th edItIOn report. l'1'E has conducted
comprehensIVe studIes of other mdustrIal parks sunIlar to thIs proposal (land-
use code 130) and have complIed the data from these studIes to estImate the
trIp-generatIOn characterIstIcs of these mdustrIal sItes Based on ITE data, It
IS estImated that the proposed 12-acre mdustrIal sIte WIll add 126 new
vehIcle trIpS durmg the, p.m peak hour Of these 126 trIpS, approxImately
100 trIps WIll enter and 26 WIll eXIt the project SIte durmg the p.m peak
hour
The dIstrIbutlOn percentages were determmed usmg the Thurston RegIOnal
Planmng CouncIL (l'RPC) transportatIOn model wIth Yelm area
enhancements. A "select zone analysIs" model sImulatIOn was performed for
Yelm model zone #9 (RegIOnal zone #503) From thIS mformatIOn,
dIstrIbutIOn percentages were calculated for the proposed mdustrIalpark.
The total SIte generated traffic volumes were assIgned to the street network
accordIng to these percentages. The area roadway network and SIte
generated traffic volumes are shown on Figure 1
First Street/Yelm Avenue Analysis
It IS expected that over 90% of the traffic travelmg to and from the mdustrIal
park WIll use the FIrst Street/Yelm Avenue mtersectIon. In the p.m peak
hour, thIS represents over 100 vehIcles. A capacIty and level of service (LOS)
analysis was performed for thIS mtersectIOn to IdentIfy the potential traffic

operatIOns of the sIgnal controlled mtersectIOn. ThIS mtersectIon was
analyzed usmg the method descrIbed m the TransportatIOn Research Board
H~ghway Capaclty Manual - Specwl Report 209, (1985) CapacIty analyses
were conducted for the base year (1995) and proJect hOrIzon year (1996)
traffic scenarIOs.
Results of the capacIty analyses mdlcates that the mtersectIOn presently
operates at a LOS D condItIOn. WIth the addItIon of background traffic
growth expected to occur over the 'next year, the mtersectIOn' wIll contmue to
operate at a LOS D condItIOn wIthout proJect traffic. Upon completIOn of the
proposed' mdustrIal park proJect m 1996, the mtersectIOn IS expected to
degrade one serVIce level to a LOS E condItIOn. The addItIon of sIte traffic to
the mtersectIOn wIll mcrease the average' vehIcles delays, but not to a pomt
to cause sIgmficant capacIty restramts or operatIOnal dIfficultIes. ThIS
mtersectIOn wIll contmue to operate at thIS ,level untIl the new roadway
faCIlItIeS planned to cIrculate around the CIty center are Implemented.
On an mterIm basIs, It IS recommended that the sIgnal tImmg of the eXlstmg
sIgnal system be optImIzed to account for the mcrease m sIte traffic. ThIs
wIll help reduce vehIcle delays and enh{lnce traffic oper-atIOns to ItS fullest
potentIal.
Transportation Improvement Projects
The CIty of Yelm plans to provIde safety Improvements to the "five-corners"
mtersectIOn m the east sIde of the CIty These Improvements mclude
sIgnalIzatIOn of the Yelm Avenue East/Creek Street/Bald HIlls Road
mtersectIOn, channelIzatIOn Improvements and mtersectIOn Improvements to
MorrIS Road (fifth leg) ImplementatIOn of these Improvements have not
been scheduled at thIs tIme
Over the pas( year, the CIty of Yelm -has been assessmg niitIgatIon' fees
through S E P.A. to assIst m fU:Qdmg these Improvements. The CIty has
Implemented a mItIgatIOn fee of $300 per new p.rn peak hour vehIcle sIte trIp
entermg the mtersectIon. It IS expected that any new development that wIll
add traffic to the mtersectIon wIll be reqUIred to pay the mItIgatIOn fee
The Rhoton Road industrIal Park proJect IS expected to add 22 new vehIcle
trIpS to thIs mtersectIOn. ThIs level of traffic mcrease would reqUIre a "five-
corners" mItIgatIOn fee of $6,600

Summary
The Hhoton Road IndustrIal Park wIll add traffic to the area roadway
network. Most of thIS traffic wIll travel through the FIrst Street/Y elm
Avenue mtersectIOn. It IS expected that traffic operatIOns at thIS mtersectIOn
are expected to degrade from a LOS D condItIOn to LOS E as a result of
proJect traffic. SIgnal tImmg modIficatIOns to the traffic control system wIll
help Improve traffic operatIOns mitII other maJor roadway facIlItIes are
Implemented around the CIty center
ApprOXImately 17% of the traffic from the proJect IS expected to go through
the "five-corners" mtersection, representmg 22 vehIcles trIpS m the p.rn peak
hour, Applymg the $300 per p.m. peak hour trIp mItIgatIOn fee mdIcates a
reqUIred developer expense of $6,600 for future "five-corners" Irnprovements.
