Nisqually Estates IS a 120 lot re~IdentIal subchvIsIOn planned for constructIOn
on a 30 acre parcel located along the west sIde of SR 507, and south of Mill
Road m the CIty of Yelm ThIS memo IS mtended to address the chstnbutIOn
of new traffic from thIs project onto the area roadways.
The chstrlbutIOn percentages were determmed usmg the Thurston RegIOnal
Planmng CouncIl (TRPC) transportatIOn model wIth Yelm area
enhancements. A "select zone analysIs" lIJodel sImulatIOn was performed for
Yelm model zone #1 (RegIOnal zone #495) From thIS mformatIOn,
chstnbutIOn percentages were calculated for the proposed resIdentIal
development. The area roadway network and sIte chstflbutIOn percentages
are shown on Figure 1 Also attached IS the "Scopmg Sheet" whIch IdentIfies
the study mtersections to be analyzed m the Traffic Impact AnalysIs (TIA)
report.

SCOPE OF WORK
Nisqually Estates Residential Subdivision
Yelm, Washington
Project Tasks
]. Meet with City of Yelm Public Works Department and Project Proponent to finalize
scope of traffic impact analysis study for the proposed development. Prepare project
information for SCOPING meeting.
2. Collect available traffic and accidont data from the City of Yelm, Thurston County, and
Washington State Departrn.ent of Transportation (WSDOT).
3. Conduct manual c-vc-nfng peak period turning movement counts at the following
intersedlons:
· SR 507 fMosman Road
. SR 507 fSolberg Street
· SR 507/Site Driveway (vicinity)
Additional locations designated by tile City 'will be considered extra 6cnJices in accordance toW,
Attachmmt C.
4. Estimate site-generated traffic for the proposed development. Prepare "trip-
generation" table,
5. Distribute and assigt) site generated traffic to Ole adjacent roadway network uSlng data
contained in the Yelm traffic model and current traffic volume data of the adjacent
street network. Coordinate with City pen.OlUlel.
6 Conduct capacity and level of service analyses for existing conditions and horizon year
scenarJos with and without the proposed development. 0 It is assumed that multiple
development phases will be implemented for this project (2 - phases for each Division
of the properly). The following intersections will be analyzed for traffic impacts to
satisfy City of Yelm guidelines and requirements lor this project:

identified and described t'md will conform with the requirements of the City of Yelm.
9, Prepare Traffic Impact Analysis Study documentation,.. complete with appropriate tables
and figures, summarizing our fIndings for review by the City of Yelm and the Project
Proponent.
10 Revise report to incorporate a.ny conunenls and submit report to the City of Yelm for
final approval.
Schedule
Upon notice to proceed, we will complete Ule traffic impact analysis report for review within 20
working days following the SCOPING meeting. This schedule may be &ubject to change if the
project is delayed beyond the control of S. Chamberlain & Associates, Inc.
Estimated Cost
The estimated cost for professional toervices for this project 1s $4,800 Additional services
requested, but not identified in the scope of work, will be considered "extra services" and will
he charged on a. time and materials basis In accordance with the attached billing rate schedule.

In answer to your request for mformation to assist the City of Yelm in justifying the wet land setback for
this proJect, I offer the following
The stormwater runoff from building roofs does not require either treatment or storage This
water can be mfiltrated Immediately adjacent to a wetland buffer regardless of the width of
buffer
2. Stormwater runoff from street and driveway surfaces IS required to be "treated" prior to release
to eIther surface or ground water The system proposed for thiS project provides both storage
and treatment and infiltration to ground water No direct discharge to wetlands is proposed.
Re.charge of the aqUifer will be augmented by clean stormwatBr mfiltratlon. This will add to the
flow In the creek contamed In the wetland.
3 Rear yards will be landscaped and fenced.
4 All lot areas are outside the wetland buffer As long as the property line is fenced, there
should not be any encroachment of yards Into the buffers.
Given the pretreatment reqUirement followed by infiltratIOn (Without surface flow to the wetland) runoff
should be reasonably free from pollution before entermg the ground water and thence to the wetland. I would
like to believe that recharge of the aquifer is desirable since the creek will receive some benefit. I would be
heSitant to dump the runoff directly from the streets to the creek without some treatment.
