Pol icies' 1) Areas outside of Town requesting Town water service should be encouraged to annex as a prerequisite to receiving such service. 2) Zoning of annexed areas should be consistent with the land use category as shown on the Comprehensive Plan Map or as determined by Council review. 3) Areas to be annexed should be in a location where they can economically be provided with Town services. 4) Developed areas requesting annexation should be en- couraged to upgrade all facil ities and util ities to Town standards before annexation occurs. 5) Annexations should occur in a progressive manner which results in an efficient and logical Town .limits config- uration.
