ANNEXATION ELEMENT
Goal #1 To ensure that the Town expands in a consistent and econom-
i ca 1 manner in accordance with the community I s sphere of
influence.
Pol icies' 1) Areas outside of Town requesting Town water service
should be encouraged to annex as a prerequisite to receiving
such service.
2) Zoning of annexed areas should be consistent with the
land use category as shown on the Comprehensive Plan Map or
as determined by Council review.
3) Areas to be annexed should be in a location where they
can economically be provided with Town services.
4) Developed areas requesting annexation should be en-
couraged to upgrade all facil ities and util ities to Town
standards before annexation occurs.
5) Annexations should occur in a progressive manner which
results in an efficient and logical Town .limits config-
uration.
Goal #2 Provide land for future community development, preservation,
and recreation.

Policies: 1) Yelm should continue to be receptive to annexation
proposals from areas contiguous with the boundaries of Yelm. ~.
2) Plans for use and zoning of the annexed property should
be presented to the Yelm Council for consideration.
3) Before annexation of an appropriate property adjacent to
Yelm, the Council will hold hearings to determine the most
appropriate use of the land within a 30 day period.
4) Yelm should continue to be receptive to annexation
proposals for any additional land which will improve the
Yelm area.

RAILWAY/MIDDLE ROAD ANNEXATION AND ZONING
PRAIRIE CREEI< PREL IMINARY PLAT
& DETERMINATION OF NONSIGNIFICANCE
The Yelm City Council and the Ye1m Planning Commission will each
hold a public hearing regarding a proposal to annex approximately
50 acres lying south of Railway Road and northeast of Yelm Creek
and along both sides of Middle Road in Blocks 35 and 36 of the
McKenna Irrigated Tracts (as more specifically described below);
upon annexation to zone the area as Single-Family Residential (R-
1), to approve a preliminary plat for Lots g and 10 of Block 36
subdividing that area into 64 lots; and to amend the Yelm
Comprehensive Plan accordinge1y The Planning Commisison will
hold its hear ing at 4 00 p m on Monday, January 25, 1993 The
City Co~nci1 will hold its hearing at 7'30 p m on Wednesday,
January 27, 1993
The area proposed for annexation includes Lot 1 of Short
Subdivision 11733, Lots 1 through 4 of Short Subdivision 10024,

Commission or City Council and may be mailed to POBox 479,
Ye1m, WA 98597 or delivered to City Hall Written comments must
be received prior to each hearing to be considered by the
Commission or Council, respectively The Commission's decision
will be in the form of a recommendation to the City Council The
Council's decision will be final
The City of Ye1m as lead agency for this proposal has determined
that this proposal does not have a probable significant adverse
impact on the environment An environmental impact statement
(EIS) is not required under RCW 43 21C 030(2)(c) This decision
was made after review of a completed environmental checklist and
other information on file with the lead agency This information
is available to the public on request This DNS is issued under
197-11-340(2), the lead agency will not act on this proposal for
15 days from the date of issue Comments must be submitted by
Wednesday, January 27, 1993
You may appeal this determination to the Yelm City Council at the
address below by submitting a written appeal no later than 5'00
pm, January 27, 1993 You should be prepared to make specific
