Proposed timing or schedule (including phasing if applicable) The School DistrIct has completed the 10 percent annexation submittal to the City of Yelm. Currently the district IS completIng the 75 percent submittal package on the 85.36 acres for annexation, by the end of 1990, mto the City of Yelm. 6. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? If yes, explain. To my knowledge, there have been no applications filed or pending governmental approvals that would drrectly affect this property However, there are several existIng single-family residences, farms, etc., that may have at one time submItted an environmental checklIst and review to Thurston County 7 Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? If yes, explain At this time, we do not have any plan for future additions or expansions to this annexation. 8 List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. To my knowledge, there has been no environmental Information that has been prepared dIrectly relating to this proposal. ~ 9. List any government approvals or permits that will be needed for your proposal, if known Currently, the 10 percent annexation petltlOn notice has been filed and completed. Presently, we are proceeding with the 75 percent petition and environmental checklist, which is reqUired, and must be sent on by the City of Yelm to the Thurston County Boundary of Adjustments for their review and approval. 10. Give brief, com plete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in the checklist that ask you to describe certain aspects of you proposal, You do not need to repeat those answers on this page We are proposing to annex approximately 85.36 acres of mostly single family reSidences, farms etc from Thurston County to the City of Yelm 11. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s) Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available, While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. For the exact area to be proposed for annexation, please see attached Annexation Map and Legal Descriptions B. ENVIRONMENT AL ELEMENTS 1. EARTH a General description of the site Flat. Rolling. hillv with some Donding. b What is the steepest slope on the site (approximate percent slope' There is a small portlOn on the south of the site which exceeds 40 percent slope c What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland The soil type was found to be a gravelly sandy loam, typical of Everett solls characterIstics With some top soils and silts. d Are there surface indications or history of unstable soils in the immediate vicinity? If so describe With the relatively flat slope I know of no unstable soils In the Immediate vicinity l' e Describe the purpose, type and approximate quantities of any filling or grading proposed. Indicate source of fill. There is no proposed filling or grading as part of this annexation. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. The proposed annexation will not cause any erosion. g About what percent of the site will be covered with impervious surfaces after project constructions? Other than the eXlstmg Improvements, there will be no Impervious surfaces for this annexation. h Proposed measures to reduce or control erosion, or other impacts to the earth, if any, No measures are required as part of this proposed annexation. 2. AIR a. What types of emissions to the air would result from the proposal (i.e., dust, automobile odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and five approximate quantities if known The proposed annexation will not produce any emissions. b Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. The proposed annexatIon abuts SR-507, and the town of Yelm, are sources of off-SIte emIssions. However, these sources will not adversely affect our proposal. c Proposed measures to reduce or control emissions or other impacts to air, if any. As part of this annexation, no measures are required. 3 . Water a Surface 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? There are several areas withm the 85.36 acres which appear to have seasonal ponds, ponds and potential wetlands. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described water? If' yes, please describe and attach available plans. No work is being done as part of this annexation. 3.) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No work IS bemg done as part of this annexation. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities, If known No work is bemg done as part of this annexation. 5) Does the proposal lie within a lOO-year floodplain? If so, note location on the site plan. No this property is located entirely outside of any l00-year floodplain. 6) Does the proposal involve any discharges of waste materials to surface water? If so, describe the types of waste and anticipated volume of discharge. No The annexation is to incorporate 85.36 acres into the City of Yelm. However, there are a few eXIsting indivIdual septic systems and drain field areas installed under the jurisdiction of the Thurston County Health Department b Ground 1) Will ground water be withdrawn, or will water be discharged to ground water? If so, describe the types of waste and anticipated volume of discharge. As part of thIS annexatIon, no groundwater will be withdrawn or dIscharged. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example Domestic sewage; industrial, containing the following chemicals, agricultural, etc). To my knowledge, there are no known threatened or endangered species on or near the site. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any Not applicable under this annexation. 5. Is the site part of a migration route? If so explain To my knowledge, the site IS not part of a major migration route. d. Proposed measures to preserve or enhance wildlife, if any. None are requITed as part of thiS annexation. 6 Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. The proposed annexation will not require a change in use of energy at this time b Would your project affect the potential use of solar energy by adjacent properties? If' so, generally describe No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any. None 7 . Environmental Health a.Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. None. 1) Describe special emergency services that might be required None are requIred. 2) Proposed measured to reduce or control environmental health hazards, if any None are required. b Noise 1) What types of noise exist in the area which may affect your project (for example traffic, equipment, operation, other)? The only nOIse In this area is from SR-507 and traffic noise from the City of Yelm, This noise IS there now and will not change because of thIS annexation. 2) What types and levels of noise would be created by or associated with the project on a short-term or long- term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site No nOIse wIll be created from the proposed annexation. 3) Proposed measures to reduce or control noise impacts, if any None are needed for this annexation. 8 Land and Shoreline Use a. What is the current use of the site and adjacent properties. The majority of the SItes are single-famIly dwellings and farms. Other adjacent parcels are used as farms, single-family dwellIngs and golf course. b. Has the site been used for agriculture? If describe. There are some small farms located on and near the site. ~ c Describe any structures on the site The site has single-family dwillings and small farms. d Will any structures be demolished. No structures will be demolished as part of this annexation. e. What is the current zoning designation of the site? One single-famIly residential umt per five acres. f What is the current comprehensive plan designation for the site? This area is within the urban growth management boundaries of the City of Yelm , with zoning for that area is single-family and one house per two acres. g If' applicable, what is the current shoreline master program designation of the site? Not applicable h Has any part of the site been classified as an "'environmentally sensitive" area? If' so, specify. This area is in the Thurston County aquifer sensitive area as designated within the Thurston County Comprehensive Plan. Approximately how many people would reside or work in the com pleted project? We have approximately 42 people living on the 85.36 acres. j Approximately how many people would the completed project displace? This annexation does not displace any residents. k Proposed measures to avoid or reduce displacement impacts, if any Not applicable. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any The latest revision of the "Yelm!fhurston County Joint Plan" mandates that the proposed annexation Will be reviewed by the City of Yelm as well as Thurston County The projected land use shall be based on the policy and intent of the f final joint plan. " 9. Housing a Approximately how many units would be provided, if any? Indicate whether high, middle, or low income housing. There will be no change in the present number of homes. b Approximately how many units, if any would be eliminated? Indicate whether high middle, or low income housing. Not applicable. c Proposed measures to reduce or control housing impacts, if any There will be no impact on hOUSIng as part of this annexation. 10 Aesthetics a What is the tallest height of any proposed structure(s), not including antennas There are no proposed structures as part of this annexation. b What views in the immediate vicinity would be altered or obstructed? Not applicable c Proposed measures to reduce or control aesthetic impacts, if any. Not applicable 11 Light and Glare a What type of light or glare will the proposals produce? What time of day would it mainly occur? Not applicable. b. Could light or glare from the finished project be a safety hazard or interfere with views? Not applicable c What existing off-state sources of light or glare may affect your proposal? There are minor off-SIte sources of light and glare whIch abut into the proposed annexation. These sources would Include vehicular from Highway 509 and Mill Road and street and building lightIng. These sources of lighting should have no effect on thIS proposal. d, Proposed measures to reduce or control light and glare impacts, if any Not applicable. o 12 . Recreation a What designation and informal recreational opportunities are in the immediate vicinity? There is a 18 hole golf course, cIty park and school facilitIes available to the public b Would the proposed project displace any existing recreational uses/ If so, describe The proposed annexation will not displace any existing recreational uses. c Proposed measures to reduce or control impacts on recreation including recreation opportunities to be provided by the project or applicant, if any As part of this annexation, no impacts will result. 13. Historic and Cultural Preservation a Are there any places or objects listed on, or proposed for, national, state or local preservation registers to be on or next to the site If so, generally describe. To my knowledge, there are no known places or objects listed on, or proposed for, the natIOnal, state, or local preservation registers wlthm the proposed a annexed area. b Generally describe any landmarks or evidence of historic, archaeological, scientific, or cultural importance known to be on or next to the site. There is the McKenZIe house off SR-507 registered in the Washington State OAHP Within the current cIty count, there are a number of structures identified in the "1989/90 Town Histonc Building Inventory" as having historic significance. c Proposed measures to reduce or control impacts, if any. Show on- site plans, if any The proposed annexation property abuts SR-507, as well as Mill Road. Please see Site Plan. b Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop. There IS no publIc tranSIt system serving the city of Yelm. o c. How many parking spaces would the completed project have? How many would the project eliminate? Not applicable d Will the proposal require any new roads or streets, or im provements to existing roads or streets, not including driveways? This annexation requires that no new roads be dedicated. e Will the project use (or occur in the immediate vicinity of) water, rail, or air transportation? If so, generally describe.
