ANNEXATION ELEMENT
Goal #1 To ensure that the Town expands in a consistent and econom-
ical manner in accordance with the corrununity's sphere of
influence.
Policies 1) Areas outside of Town requesting Town water service
should be encouraged to annex as a prerequisite to receiving
such service,
2) Zoning of annexed areas should be consistent with the
land use category as shown on the Comprehensive Plan Map or
as determined by Council review.
3) Areas to be annexed should be in a location where they
can economically be provided with Town services.
4) Developed areas requesting annexation should be en-
couraged to upgrade all facil ities and util ities to Town
standards before annexation occurs.
5) Annexations should occur in a progressive manner which
results in an efficient and logical Town limits config-
uration.
Goal #2
Provide land for future community development, preservation,
and recreation.

Policies: 1) Yelm should continue to be receptive to annexation
proposals from areas contiguous with the boundaries of Yelm, ~
2) Plans for use and zoning of the annexed property should
be presented to the Yelm Council for consideration.
3) Before annexation of an appropriate property adjacent to
Yelm, the Council will hold hearings to determine the most
appropriate use of the land within a 30 day period.
4) Yelm should continue to be receptive to annexation
proposals for any additional land which will improve the
Yelm area.

AMENDED CULLENS ROAD ANNEXATION AND ZONING
DETERMINATION OF NONSIGNIFICANCE
The Yelm Planning Commiss'ion will hold a public hearing at 4 00
pm on Tuesday, October 20, 1992, to receive comments on a
request from Joe Guizzetti and others for annexation of 120 acres
lying between Cullens Road and Killion Road and for Residential
Agricultural zoning (RA-5) of Guizzetti's 100 acres The area to
be annexed is the E! of tile SEt of Sect ion 13 and the NEt of the
NEt of Section 24, Township 17 North, Township 1 East W M The
RA-5 zoning proposal includes all of this area except the El of
the NEt of the NEt of section 24 Additional information and a
map of the annexation and rezone may be obtained by contacting
Todd Stamm, City Planner, at Yelm City Hall, 206-458-3244
The Yelm City Council will also hold a pUblic hearing at 7 30
p m on Wednesday, October 28, 1992, to receive comments on the
request for annexation of this property to the City of Ye1m
Both hearings will be held at Yelm City Hall, 105 Yelm Avenue W
Yelm, Washington All interested parties are invited to attend
Written comments should be directed to the Yelm Planning
Commission and may be mailed to POBox 479, Ye1m, WA 98597 or
delivered to City Hall Written comments must be received prior
to the hearings to be considered by the Commission or Council
The Commission's decision will be in the form of a recommendation
to the City Council The Council's decision will be final
The City of Yelm as lead agency for this proposal has determined

(EIS) is not required under RCW 43 21C 030(2)(c) This decision
was made after review of a completed environmental checklist and

We the undersigned, being the owners of not less than sixty (60%),
in value (according to the assessed valuation for general
taxation), of the real property described on Exhibit "A [legal
description] attached hereto and within Thurston County, lying
contiguous to the City of Yelm, Washington, do hereby petition that
such territory be annexed to and made a part of the City of Yelm
under the provisions of RCW 35A 14 120, et seq , and any amendments
thereto, of the State of Washington This petition is accompanied
by a map which outlines the boundaries of the property sought to be
annexed

The Petitioners agree that all property within the territory
hereby sought to be annexed shall be assessed and taxed at the same
rate and on the same basis as property within the City of Ye1m or
any now outstanding indebtedness of said City, including
assessments or taxes in payments of any bonds issued or debts
contracted, prior to or existing at the date or annexation
sim~ltan us wi h annexation, and that the property shall be zoned
as ~ nd governed by the zoning ordinance of the City
