Annexation Waiver Request (Yelm File # ANX 8116)
Dear Boundary Review Board
The City of Yelm is requesting that the Boundary Review Board not
reVlew the annexation described in the attached materials and
grant a waiver The subject annexation is 9 76 acres in size and
has an assessed value of $79 900 00 ThlS meets the requirements
of when a review is not necessary under RCW 36 93 110
This property is currently zoned Rural Residential 1/5 upon
annexation it would remain one unit per five acres zoning
Zoning density may be increased in the future as the City phases
in necessary services that need to be provided The area is
currently ln Yelm's established Urban Growth Boundary, and there
are currently no proposals for development
This request is made to expedite the annexation and minimize the
City's cost of processing this action Your consideration of
this request is appreciated

PESCRIPTION OF PROPOSAL

Crystal Springs ~d , south of the Centralia Power Canal' City

lines Those ~reas are zoned RA 1-5 and the county to the north
and wes t 'of the s iJe 'i s zoned RR 1-5, Acce-ss to the. proper ty is
from Crystal Springs Rd and Yelm Creek flows along the we.st side
of the lot There ~xists Qne house and orie mobile home on the
site this proposal is exempt from SEPA and has met the
application and procedural requirements for the City
FINDINGS AND RECdMME~DATION
The City ~lanning Department finds that th~ property is located
withiri the Urban Gro~~h Boundary, it does not creat~ an adverse
or iilogical boundary, water and sewer are available in the
vic~nlty, and that ann~xation would not cfeate a burden on City
services Based on these findings the Planning, Dept. reco,mmends
approval of the annexatio~ Howeve~. the ~lan~ing Dept does not
recomm~nd a site specific single-familY zoning desi~nation, but
would support ari area wide rezone to include the properties to
th~ east an~ to the south at.a later date (three months), when at
least a Draft Comprehensive Plan is available Future
develo~ment of the property would still be subje6t to water and
sewer av~i~ability and/or 9apacity
