Creation and preservation of logical service areas: The site is planned for future service areas. d. Prevention of abnormally irregular boundaries: The annexation does create an island, however the property is City owned and within the Short-Term Urban Growth Area. e. Discouragement of multiple incorporations of small cities and encouragement of incorporation of cities in excess of ten thousand population in heavily populated urban areas Ci ty owned property wi thin Short Term Urban Growth Area. f.
