Dear Mr Barclift:
Pursuant to RCW 36 93 110 the City of Yelm requests the full Boundary Review Board process be
waived on the enclosed applicatiorifor annexation
The proposed annexation is less than 10 acres in size and is less than $2 million in assessed value,
including improvements Following is information requested, by the Chair of the Boundary Review
Board, for a waiver to be considered
1 The proposed annexation area includes tax parcel 64303300100,64303200701,643000702
and 64303200703 The parcels total 1 47 acres with an assessed valuation of $316,100 00
2 The City of Yelm received a Notice of Intent to Commence Annexation Proceedings on
October 6, 1997 The property owner submitted a Petitioned to Armex to the City on
November 12, 1997
3 The current County zoning is 1 unit per 5 acres for tax parcel 643033001 00 and Highway
Commercial for tax parcel 64303200701, 64303200702 and 64303200703 Upon
annexation tax parcel 64303300100 would be zoned Low Density Residential District (R-4)
and tax parcel 64303200701, 64303200702 and 64303200703 would be zoned Heavy
Commercial (0-2) in accordance with the site's future land use designation found in Yelm's
Comprehensive Plan and Joint Plan with Thurston County Please see enclosed future land
use map
4 The proposed annexation area is contiguous to the City on the north and west sides The
proposed annexation area is within Yelm's short term urban growth boundary Please see

on the proposed annexation Written comments were excepted prior to the hearing The
City Council approved the Petition to Annex and requested staff to forward the appropriate
information to the Boundary Review Board (minutes enclosed)

fe, the undersigned, being the owners of not less than sixty (60%), in value
(according to the assessed valuation for general taxation) of the real property
tescribed on Exhibit -A- attached hereto, do hereby petition that such territory
~ annexed to and made a part of the City of Yelm under the provisions of Revised
~e of Washington Section 35A.14.120. This petition is accompanied by a map
~ich outlines the boundaries of the property sought to be annexed.

1. That appropriate action be taken to entertain this petition, fixing a date
for 8. public hearing, causing notice to be published and posted, specifying the
time and p).ace of such hearing, and inviting all persons interested to appear anc
voice approval or disapproval of such annexation; and
2. ~hat following such hearing and subsequent to approval of the Thurston Count~
Boundary Review Board if such is convened, the City Council determines b~
Ordinance that such annexation shall be effective; and that property so annexe<
shall become a part of the City of Yelm, Washington, subject to its laws anI
ordinances then and thereafter in force.

property within the City of Yelm or any now outstanding indebtedness of said City

The Yelm City Council will hold a public hearing on a proposed annexation for property located at Yelm
Avenue East, Bald Hills Road and Morris Road.
Testimony may be given at the hearing or through any written comments on the proposal received
by the close ofthe public hearing on December 10, 1997. Such written comments may be submitted
to the City ofYelm at the address shown above or mailed to City ofYelm, PO Box 479, Yelm W A
98597.
