Staff recommends the City Council deny the Notice of Intent to Annex at this time

The annexation area is located on the west side of Vancil Road, tax parcel
22730420100 Please refer to attached map (Exhibit II )

Code, Title 17, Chapter 17 12 Development of the site at four units per acre
can not be achieved until the site is served with public utilities Please see
discussion below regarding sewer and water available
Area Land Use
Rural, Single family, multi-family and undeveloped
Critical Areas
Classified as Sensitive Aquifer
Soils and Geology' Spanaway gravelly loam
Wastewater' The site is currently in the City's sewer service area. The main line designated to
serve the site is located just south of Birkland Street.
Water Supply' The site is currently not in the City's water service area. Annexation would not
automatically include the site in the water service area. It would require an
amendment to the City's water service area for the parcel to be developable The
Water Comprehensive Plan is in the process of being update However at this time
it is not known if the water service area boundary will be expanded or if it's
expanded where the expansion would occur Staff does not recommend
increasing the City's water service area to accommodate this annexation outside
of the process for the Water Comprehensive Plan update
Transportation The site fronts on Vancil Road which is substandard in this area. An annexation
of this site would require the City to include the entire Vancil Road right-of-way and
provide adequate maintenance However, the parcel on the east side of Vancil
Road is in Thurston County and the City would only be entitled to tax revenues
from the annexed parcel As a result the City would be providing road
maintenance for the entire right-of-way but would only receive tax revenue from
one of the two benefitting properties The paved road width is approximately 16
feet along the property frontage
The Y-2 Corridor runs along the northern property line (Exhibit III) When the
corridor develops Vancil Road would not have direct access to the Y-2 road This
property would be accessed from the 109th extension planned Annexation of this
parcel to the City would increase development pressures and potential for the site.
If developed the City would need to purchase the Y-2 Corridor right-of-way or allow
for the area to be subdivided and homes built on the future right-of-way The City
does not have any funding allocated to purchase Y-2 or Y-3 right-of-way at this
time Therefore development of the site would increase the City's cost in the future
to secure the right-of-way and would displace a number of additional home owners
Under the current County zoning of one unit per five acres no additional homes
could be built.

Residential District (R-4)

CONCLUSION
When evaluating a proposed annexation one of the primary issues the City must consider is if they can
provide capital improvements and services within a reasonable time As discussion above in Section B,
Findings, the following capital improvements and/or services could not be provided to the property within
a reasonable time
A. Water service to the site can not be provided by the City at this time The City does not
know at this time if the update to the Water Comprehensive Plan will include an expanded
service boundary
B It is imperative to the City's transportation network that the Y-2 and Y-3 right-of-ways be
secured to ensure the goals, policies and objectives and the City's Comprehensive Plan
be met. At this time the City does not have the funding to purchase the right-of-way and
development of this site would significantly increase the amount of funds required to
purchase the right-of-way in the future
C COUNCIL ACTION. The City Council may' approve the Notice of Intent to Annex as proposed
and instruct the applicant to complete the Petition to Annex to the City, approve the Notice of Intent to
Annex with boundary modifications and instruct the applicant to complete the Petition to Annex to the
City, request additional information from staff or deny the Notice of Intent to Annex.

NOTICE OF INTENT TO COMMENCE
ANNEXATION PROCEEDINGS
TO The City Council of the City of Yelm

The undersigned are owners of not less than ten percent in value, according to the
assessed valuation, of the property as described below We hereby advise the City
Council of the City of Yelm that it is the desire of the undersigned property owners of that
area to commence annexation proceedings
The property referred to is described on Exhibit "A" attached hereto and as shown by the
attached map
It is requested that the City Council of the City of Yelm set a date not later than sixty days
after receipt of this request for a meeting with the undersigned to determine.
1 Whether the City Council will permit a petition regarding this annexation to be
circulated,
2 Whether the City Council will require designation of zoning upon annexation,
3 Whether the City Council will require the assumption of existing City indebtedness
by the area to be annexed
