This letter is a follow-up to comments made by Dick Richards, representing the VFW, at
a recent public hearing before the Yelm City Council related to a sewer latecomers
contract for the sewer line that Wal-Mart installed in Grove Road.
Specifically, I understood Mr. Richards comments that it was the intention of the
VFW/American Legion to complete various improvements to the VFW/American Legion
property in preparation of a future expansion of the building on the site.
As you may be aware, the Community Development Department has held a number of
pre-submission meetings with the VFW/American Legion at which the Department has
outlined various improvements that would be required for expansion of the facility, such
as the installation of curbs, gutters, planter strips, and sidewalks on Grove Road and
103~d Avenue, paving and striping the parking lot, landscaping, and connection to City
water and sewer.
The Department has also outlined the procedural requirements for an expansion,
including a site plan review and the submission and approval of civil engineering plans
for the site work.
If I understood Mr. Richards comments correctly, the VFW/American Legion is
considering making improvements to the site that would be. required before an
expansion, including connection to City utilities, before applying for a permit for the
expansion itself or the submission of civil engineering plans for a

development as it may ultimately wind up costing the VFW/American Legion much morel
in the long run.
I would encourage the VFW/American Legion wait to complete any site improvements
until you have a specific expansion plan that has gone through the land use permitting

process and a civil engineer has submitted civil plans to the City for review and
approval. I have attached for your records a copy of the pre-submission notes that
outline the permitting process.
If you choose to proceed with improvements to the property at this time, please have
your personnel contact the Community Development Department as soon as possible.
