We at City Hall would like to welcome you and give you some basic information on what being in the City means to you. One of the most important issues is that you are now permitted to vote in City of Yelm elections and to run for an elected office... To run for office you must be: 1) at least eighteen years of age, 2) a registered voter, and 3) a resident,. for one year, of the City or any territory which has been annexed to the City. Dates to file for office are July 26 - 30, 1993. You can call the Thurston County Auditior's Office for additional information. You don't have to re-register to vote in City elections. Your polling place will probably change_to Yelm Middle School, watch the paperjvoter pamphlet for details. You will also be receiving a letter or new voter registration card from the Elections section of the Thurston County Auditor's Office. You can reach them at 1-800-624-1234 ext. 5408 if you have questions. When you go to ;=your polling place to vote, if you .find that your name. has not been included on the rolls please request a questioned ballot. This allows you to vote, your. address will be verified by the Thurston County Auditor's Office prior to counting your ballot. Current Yelm elected officials are: Mayor Kathy Wolf, Council: Amos Lawton, Martha Parsons, Don Miller, Patty Forrester and Bob Gallagher. Mail may be directed to .them at the City Hall address shown. above. You can leave messages for elected officials at City Hall. The Yelm Planning Commission, Historic Preservation Commission, -Parks Advisory Committee, Library Board of Trustees and Historical Society members are advisory committees to. the City Council. :Positions are appointed by the mayor with council approval. If you would like more information about any of these, please call City Hall.. At some point in the future Yelm will assign a new addresses to your property.. We will notify you of the change and we will also notify Thurston. County Communications (911), utility companies, UPS, Thurston. County Auditor. and the post office of the address change when it. occurs. Another future change you will see will be in your. garbage service. Current county pick-up, contracted. with LeMay, will change to City service which is also with Lemay and includes residential recycling. Yelm's annual "Spring .Cleanup" is limited to City garbage customers only and the change would allow you to participate. City garbage rates are slightly higher than county rates. Policies: 1) Areas outside of Town requesting Town water service should be encouraged to annex as a prerequisite to receiving such service. 2) Zoning of annexed areas should be consistent with the land use category as shown on the Comprehensive Plan Map or as determined by Council review. 3) Areas to be annexed should be in a location where they can economically be provided with Town services. 4) Developed areas requesting annexation should be en- couraged to upgrade all facilities and utilities to Town standards before annexation occurs. 5) Annexations should occur in a progressive manner which results in an efficient and logical Town limits config- uration. This proposed annexation area of approximately 100 acres lies east and west of Mountain View Road and east of Burnett Road and is more specifically described as: The N~ of the NE} of the NW} of Section 24 and the S~ of the SW} of the SE} of Section 13, together with the all of that portion of the SE} of the SW} of Section 13 now lying outside the Yelm city limits, together with the S~ of the NEB of the SW} and the S~ of the NE} of the NE} of the SW} of Section 13, all within Township 17 North, Range 1 East W.M.; together with all adjacent public rights-of-way. This property is currently outside the City and is zoned one dwelling unit per five acres. The petitioner's propose that upon annexation the N# of the N~ of SE} of the SW} of Section 13, and the W~a of the S~ of the NEB of the SW} of Section 13, excepting the south 330 feet of the west 660 feet of said three-quarters, (being an area of twenty acres in all) be zoned as Multi-Family Residential (R-2), and that the N~ of NW} of the SE} of the SW} of Section 13 and that part of the S of the SE of the SW of Section 13 located northeast of the intersection of Burnett Road and Yelm Avenue (Highway 510) (being an area of slightly more than 5 acres) be zoned as Commercial (C-1). All other properties to be annexed would be zoned as Residential Agriculture 5-acre (RA-5). The Yelm Comprehensive Plan would be amended in accordance with the proposed zoning. The Yelm City Council will hold a public hearing at 7:30 p.m. on Wednesday, August 26, 1992, to receive comments on the request for annexation of this property to the City of Yelm. Amendment (ANX-8053) Owners of three properties totaling ten acres east of the north end of Burnett Road have requested that they be included in the pending Burnett-Mountain View Road annexation. (See map on back.) The City Council has granted permission for this request to be considered. The Planning Commission is asked to review this site for appropriate zoning. Prior to notice of the scheduled hearing the owners had. not indicated a specific zoning preference -- which would result in Residential-Agriculture five acre zoning. Upon further consideration some of the property owners have expressed an interest in'single-family zoning. As I mentioned to you, I was unaware of this proposed annexation until I received the hearing notice during the week of August 10th. As background, I had contacted Gene Borges of the Yelm Planning Dept. regarding this exact issue before I applied for my short plat through. King County. At that time there were nc~t enough people interested in the annexation to meet the minimum requirements, so I chose the short plat routine. See enclosed letter. I feel that I should not be penalized financially or excluded from this round of annexation because I was not notified of it. This proposed annexation area of approximately 100 acres lies east and west of Mountain View Road and east of Burnett Road and is more specifically described as: The N~ of the NEB of the NW} of Section 24 and the S~ of the SW} of the SEA of Section 13, together with the all of that portion of the SEA of the SW} of Section 13 now lying outside the Yelm city limits, together with the S# of the NE} of the SW~ and the S~ of the NE} of the NE~r of the SW~ of Section 13, all within Township 17 North, Range 1 East W.M.; together with all adjacent public rights-of-way. This property is currently outside the City and is zoned one dwelling unit per five acres. The petitioner's propose that upon annexation the N# of the N# of SE} of the SW} of Section 13, and the WeYa of the S# of the NE} of the SW} of Section 13, excepting the south 330 feet of the west 660 feet of said three-quarters, (being an area of twenty acres in all) be zoned as Multi-Family Residential (R-2), and that the N~ of NW} of the SEA of the SW~ of Section 13 and that part of the S of the SE of the SW of Section 13 located northeast of the intersection of Burnett Road and Yelm Avenue (Highway 510) (being an area of slightly more than 5 acres) be zoned as Commercial (C-1). Box 979 Yelm, Washington 98597 206-458-3244 YELM NOTICE OF PUBLIC HEARING MOUNTAIN VIEW ROAD ANNEXATION AND ZONING DETERMINATION OF NONSIGNIFICANCE The Yelm Planning Commission will hold a public hearing at 4:00 p.m. on Tuesday, August 18, 1992, to receive comments on a request from Eric Anderson and others for zoning within an area proposed to be annexed to the City of Yelm. This proposed annexation area of approximately 100 acres lies east and west of Mountain View Road and east of Burnett Road and is more specifically described as: The N} of the NE} of-the NW} of Section 24 and the S} of the SW} of the SE} of Section 13, together with the all of that portion of the SE} of the SW} of Section 13 now lying outside the Yelm city limits, together with the S# of the NE} of the SW} and the S} of the NE} of the NE} of the SW} of Section 13, all within Township 17 North, Range 1 East W.M.; together with all adjacent public rights-of-way. This property is currently outside the City and is zoned one dwelling unit per five acres. The petitioner's propose that upon annexation the N} of the N} of,SE} of the SW} of Section 13, and the W9/4 of the S} of the NE} of the SW} of Section 13, excepting the south 330 feet of the west 660 feet of said three-quarters, (being an area of twenty acres in all) be zoned as Multi-Family Residential (R-2), and that the N} of NW} of the SE} of the SW} of Section 13 and that part of the S of the SE of the SW of Section 13 located northeast of the intersection of Burnett Road and Yelm Avenue (Highway 510) (being an area of slightly more than 5 acres) be zoned as Commercial (C-1). All other properties to be annexed would be zoned as Residential Agriculture 5-acre (RA-5). The Yelm Comprehensive Plan would be amended in accordance with the proposed zoning. The Yelm City Council will hold a public hearing at 7:30 p.m. on Wednesday, August 26, 1992, to receive comments on the request- for annexation of this property to the City of Yelm. Written comments must be received prior to the hearings to be considered by the Commission or Council. The Commission's decision will be in the form of a recommendation to the City Council. The Council's decision will be final. The City of 'felm as lead agency for this proposal has determined that this proposal does _n o. t. have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. There is no comment period for this DNS. You may appeal this determination to the Yelm City Council at the address below by submitting a written appeal no later than August 18, 1992. A copy of the Council's Resolution #245 is enclosed. The Council's resolution provides one year in which to present a petition for annexation. That petition must include the signatures of owners of 60% in value of the annexation area. The petition must clearly state that the property to be annexed will be subject to a proportionate share of the City's existing indebtedness. You may prepare your own petition or modify copies of the enclosed form. The final petition must be presented within one year.
