Preliminary Traffic Findings
1. New traffic entering/exiting the site via the 4th Street driveway will significantly increase
traffic and noise in the neighborhood.
2. Peak use of the 4th Street access (42 trips) would likely occur on Saturday's, between 7:00
p.m. and 8:00 p.m as a full access to the site. Traffic nosie would be a significant impact to the
neighborhood at this time of day.
A. Limiting the drive way access to an entrance only would result in fewer
trips a day and would occur earlier in the day. This would reduce the impact to
the neighborhood by occurring during a time when higher noise levels in the
neighborhood would be expected and acceptable (probably no later than 7:00
P.M.).
3. Van Trump Street and Jefferson Street are not designed to accommodate all of the increased
traffic volumes generated by the project without some safety improvements and driveway access
control ( to reduce number of new trips within the neighborhood.)
A Limit drive way access on 4th Street to an entrance only. This will reduce the use
of local streets by project traffic.
A. Construct two traffic calming structures on Van Trump Street and one
traffic calming structure on Jefferson Street to reduce speeding.
4. The Clark Road/Yelm Avenue access will create a new left hand turning movement on Yelm
Avenue. Without road improvements this new movement will cause back-ups on Yelm Avenue,
which result in the inability to perform left turn movements from Clark Road to Yelm Avenue.
A. Yelm Avenue shall be improved to provide a left had Que lane for access
to the site.
A. A traffic signal shall be installed to ensure left turn movements from Clark
Road to Yelm Avenue.
A. The need for the traffic signal is not solely generated by the proposed
project. The City will contribute approximately 30 - 40 percent of the cost.
A. If the City has not completed is realignment project of Clark Road and
frontage improvements along Yelm Avenue at time of the cinema construction,
the applicant shall at a minimum construct the core road realignment of Clark
Road. Costs incurred by the applicant shall be credited against the projects TFC.
