Dear Brenda,
I received a new set of plans for the above referenced project on October 23, 2001. The plans were
submitted from GGLO for our review and approval. It is my understanding that the building was
built 5 feet closer to the roadway. This error is what facilitated the revised plans to accommodate for
this redesign. The following comments need to be addressed before we can approve these plans.
1. When the landscape plans were submitted there was no indication of the revisions that have
taken place. Please submit a letter stating what changes have been made to the landscape
plans. This will expedite the review process.
The following comments are derived from the civil engineering review.
2. The site lighting needs to be located at least 4 feet from the fire/watermain in the southern
landscape strip. This watermain and vault is located directly in the middle of the landscape
strip. I have discussed this with Bill Lindgren and he is aware of the conflict.
3. The landscape plan also shows landscaping trees in the proposed refuge area along the access
to the Prairie Motel. Before this location can be approved please submit a design for the
refuge area and the screening landscape included in the design. This design should take into
account the grading in this area.
Please resubmit the plans with the revisions necessarv to address the above concerns.
There have been a couple of outstanding issues with regard to the construction of the developments
infrastructure, Yelm Cinemas and Building E. We have not received water and sewer easements,
water and sewer bills of sale, water and sewer warrantee agreements or right-of-wav dedications for
West Road and Yelm Ave East. This was overlooked on the original construction phase, however
this still needs to be submitted to the Community Development Department. If there are any
questions about this outstanding information please don't hesitate to call me.
I have included a copy of a past due bill from engineering review of the Building E package. Please
submit payment to the City of Yelm. Attn. Community Development Dept. PO Box 479 Yelm,
Washington 98597.
As Building E continues to be constructed, there have been changes to the design due to conflicts in
the field. As all of us know this is just part of the construction trade. However some of the changes
do not get recorded on the design documents or the asbuilts because they were forgotten or just did
not seem important enough to include. The city needs to keep accurate records of the construction
changes for our future maintenance and operation of these utilities. To do this accurately all changes
must be approved by the city before they are constructed in the field. The city is not here to prevent
or hinder your construction schedule however there are certain requirements we must maintain for
our accountability and records. The approved plans should be the only set of plans onsite during
construction and should match the city's approved set.
To ensure any changes or deviations from the approved plans are received and the proper approvals
are granted all revisions and questions regarding the building and 5 feet around the building must be
directed to the Building Official, Gary Carlson. I will be the contact for all remaining issues outside
the building envelope. For this process to work the Citv must be assigned one or two designated
contacts from your team. By doing this we hope to alleviate any misinformation or questions of who
to contact. I feel that this process will benefit both of our teams and allow all of us to do our jobs
better.
