Helge Dordal Bernhoft & Associates 702 Broadway Suite 201 Tacoma, WA 98402 RE: Puerto Vallarta - File No. CIV-01-8292-YL Civil Plan Review No. 1 Dear Mr. Dordal: Thank you for your civil engineering plan submittal. I have reviewed the plans and have the following questions and comments. Please review these comments and address them on your next submittal. Please revise the City of Yelm signature block. It should say “Development Review Engineer instead of Develop Review Engineers. Remove all text and information that is not relevant to this plan. I am not reviewing or approving other information other than the parking lot expansion and required storm drainage improvements. What is the proposed asphalt section? Add the asphalt section to the plans. How are you proposing to grade the site? Show existing contours and spot elevations around the northeast property line. Also show the proposed contours matching into the existing grades. Call out the striping widths and colors for the parking stalls. All catchbasins will be required to have a spill control devise installed. This will be a removable tee mounted to the pipe outfall. Add a detail of this to the plans. Add an extruded curb detail to the plans. Add the storm drainage notes to the plans. All storm drainage pipes will have toning wire installed on each run of pipe. The soils test pit information does not appear to be in conformance with the DOE Stormwater manual. Refer to the section 3-3.6.5 of the stormwater manual for the requirements. The top of the infiltration gallery will be required to be a minimum of 1 foot below finished grade. Please label the elevations of the infiltration gallery section. Also The bottom of the gallery needs to be 3 feet above the winter ground water level. Your test pits are not deep enough to determine this level. Are you going to be installing any parking lot lighting with this expansion? If you are going to install additional lights, they need to be shown on the plans. Community Development Review Comments Following are requirements from the Community Development Department: Please submit with your revised plans, a landscaping and irrigation plan. This plan shall include detailed landscaping and irrigation for all landscaped areas. To meet landscaping requirements, the following will be required. The perimeter of the site must be landscaped with an 8-foot, Type II landscape buffer. The proposed plans show 6.5-feet. There must be at least one tree for every five parking stalls, and must be distributed equally throughout the parking lot. A minimum of forty percent (40%) of the trees shall be evergreen. No parking shall be more than sixty feet from some landscaping. Landscaping all of the islands in the parking lot will meet this requirement. Each area of landscaping must contain at least 100 sq. ft. of area and must be at least 6-feet in any direction. The proposed areas in the parking lot are not wide enough. To meet the 6-foot width, we suggest that you make parking stall no.’s 10, 11, 18, and 19 compact parking. Increasing the perimeter landscape buffer will require shifting the parking area towards the building. To keep the required driving lane width, we suggest that you make stalls no. 26 – 29 compact parking All areas of new landscaping required shall be provided with irrigation systems or shall be within 75 feet of a hose spigot. Refuse area must be large enough to accommodate a dumpster and recycle bin. Refuse areas must be of a material and design compatible with the overall architectural theme. If fencing is used to enclose the refuse area, it must be landscaped with sight obscuring vegetation.
