TUESDAY, NOVEMBER 23, 2004
Call to Order. Mayor Rivas called the meeting to order at 7:30 p.m.
Roll Call. Present: Don Miller, Joe Baker, Bob Isom, and Pat Fetterly.

Public Comment
Brian Simmons, Old Barn Road in Thurston County is concerned about
the pedestrian traffic exiting the high school and traveling down the south
side ofYelm Ave without the benefit ofsidewa1ks. He was asking for
direction on who to address this problem and possible solutions before an
accident occurs. Staff informed him of the current issues with this portion
ofYelm Ave: frontage improvements to be done by businesses and new
development including current school remodel. Mayor Rivas
recommended staff discuss awareness education with the Resource
Officer. Recommended Mr. Simmons also voice his concerns to the
School Board.

Public Hearing: 2005 Budget
Mayor Rivas opened the public hearing at 7:43 p.m. announcing the
place and purpose of the hearing to allow comment on the proposed 2005
Budget.

Shelly Badger highlighted the major points of the hold the line budget.
Revenue and Expenditure in the General fund total 3.9 million with an
increase from last year of one half of one percent. There was no reduction
of staff or services. She reviewed Special Project Funds including; Tree
Fund, Yelm Creek, Longmire Community Park, 103rd Street
Improvement with approved state grant, Stevens Street Improvement,
Railroad Fund, SR510 Yelm Loop and an unsuccessful grant application
for Mosman realignment project. Also covered where the Water
Department, Sewer Department, Reclaimed Water and Stormwater
Department update.
Mayor Rivas called for comment or questions from the public.
Councilmember Fetterly asked about the duplication of storm water rate
notifications. Stephanie Ray explained that each parcel's owner would
have been notified.
Being no further comments, the public hearing was continued to the
December 8, 2004 City Council meeting.

Old Business - Fire District Contract Negotiations Update.
Shelly Badger reported that Councilmember Fetterly and she have been
working with the Fire District toward a new contract for January 2005 for
fire service for the City ofYelm. Currently; district has a shortage of
career firefighters and limited resources to pay for them. Budget task was
complicated by the failure of 2 of the 3 levys. The only area to pass was
the Bald Hills. City is asking the district to come back with a level of
service standard that the city can expect should we increase the funding.
Councilmember Fetterly continued with a report on th~· average response
times, length of'new contract and the passing of the fire inspections
responsibility for businesses to the district.
Fir~ Chief Hutcheson added that the district is working closely with the
same citizens as the city is with slim resources. Hopes to make the new
contract work for everyone.

Business
Councilmember Bak~r attended Seniors Citizens meeting where he was
elected to the Board of Directors.

Mayor Rivas announced the City will be interviewing for a lobbyist and
asked for a volunteer :from the council to participate in the interview
process. Bob Isom volunteered if interviews could be held after 4 p.m.
