(NAI) inspected the rear half of City Hall. Including the~coumoll hamber and rear staff area for asbestos containing building materials. The inspedti; is.consideaJF~d limited because we confined our examination to the rear portion of the building, Iper fiche of of Yelm's directlon. The building is currently occupied and In use. Plans have beeln developed ~lo renovate the space and tie it in to the existing library, next door. Building DeecrlPit A fire de troyletl muchy~of the front half of the building in the early 1980s. That half was rebuilt and now tau s Office an I staff areas. City Hall's exterior walls are built of brown brick and mortar. Those a tl walls re visible in several areas within the rear of the building. The planned renovgtlo s will pane ate the brick exterior walls in one area, in the rear of the staff room. Other than the one. area w era the exterior wall will be removed, the building's exterior will not be disturbed,durl the planned renovation. Inside, th building's walls are made of gypsum wallboard and were constructed approximately two year ago, accord roors to the City of Yelm, Many of the ceilings In the rear half of the building are made ofypsum llboard and covered with a heavy popcom ceiling texture, Other areas contain a~har coiling hout the texture, or are made of 2x4 foot lay-In ceiling bles. Throughout the arils, ~he Concrete have been covered by either 1202 inch vinyl tiles or carpet. Thermal system insulation means material applied t pi s, fittin s, boilers, tanks, ducts, or other structural components to prevent heat loss or gain. 11 her mat dais are considered to be miscellaneous materials. All surfacing materials, thermal s stn insults ion and flooring installed in structures prior to 1980 are assumed to contain asbestos sunless prove, otherwise by a licensed building inspector. Laboratory analysis determined that these floor tiles do not contain asbestos.' ORCAA r~gullatlons r quire that all asbestos containing materials be properly handled during demolitiogdtanr~ remove ion, and that a survey of the asbestos containing materials be provided to all contra ors,and posed at the site to prevent potential accidental asbestos exposure. All ashes rpust be temoved prior to demoli[ion or renovations in which it will be disturbed. Contracto s are advis that the potential to find asbestos-containing materials including thermal system In ufellan in :tden spaces is always present during demolition or renovation projects.
