INVITATION TO BID
Sealed bids for the City of Yelm, City Hall Improvements will be received at Yelm City Hall, 105
Yelm Avenue West, Your WA 98597, in the council chambers at 3:00 p.m. on Friday, December
5, 2003 at which time they will be opened and publicly read. Proposals received after 3:00 p.m.
will not be opened or considered.
Briefly and without force and effect upon the Contract Documents, the work of the Contract can
be summarized as follows: Selective demolition and tenant improvements to an existing wood
framed and masonry structure. Work includes some hazardous materials abatement, rough
framing, drywall, painting, interior floor wall and ceiling finishes, new exterior windows, new
and refurbished interior doors, and frames and hardware. Work also to include associated
mechanical, electrical, and plumbing. The work will be performed in two phases and a portion of
the structure will be occupied throughout the entire contract time.
Approximate Base Bid Cost Estimate Range $160,0004190,000
The Bid Proposal shall be submitted in a sealed envelope addressed to the office specified in the
Advertisement for Bids. The envelope shall have printed on the outside: The title of the project;
the name and address of the bidder; and identification as Bid Proposal. Prior to the bid opening,
the Owner's representative will designate the official bid clock Any part of the bid proposal or
bid modification not received prior to the times specified, per the designated bid clock will not be
considered and the bid will be returned to the bidder unopened.
A bid guarantee in the amount of 5% of the base bid amount is required. Failure of the bidder to
provide bid guarantee when required shall render the bid non-responsive. Acceptable forms of
bid guarantee are: A bid bond or postal money order, or certified check or cashier's check made
payable to the City of Yelm. The Owner will return bid guarantees (other than bid bond) to
unsuccessful bidders as soon as practicable, but not sooner than the execution of a contract with
the successful bidder. The successful bidder's bid guarantee will be returned to the successful
bidder with its official notice to proceed with the work of the contract. The bidder will allow 60
days from bid opening date for acceptance of its bid by the Owner. The City of Yelm reserves
the right to accept or reject any or all proposals and to waive informalities.
A pre-bid walk-through will be conducted at 9:00 a.m., Wednesday, November 19, 2003. All
prospective bidders are strongly encouraged to attend. Contractors may obtain plans and
specifications from Ford Graphics, 632 Broadway, Tacoma WA 98402, phone (253) 383-6363.
Approximate cost of $50.00 shall be paid by the prospective bidders. Plans may also be viewed at

ADDENDUM NO. 1
This Addendum forms a part of the Contract Documents and modifies the original Contract
Documents dated November 12'" 2003 as noted below. Acknowledge receipt of this Addendum
in the space provided on the Form of Proposal. Failure to do so may subject Bidder to
disqualification.
This Addendum is issued to all known Plan Holders.
This Addendum consists of 2 pages plus attachments.

Remove and replace the entire Bid proposal Form with Attachment #2.
2. Supplementary Conditions, Para 2.02-51, Remove the words "State of Washington"
and Replace with the words "City of Yelm"
3. Supplementary Conditions, Para 2.06 Builder's Risk Remove the existing
paragraph in it's entirety and replace with the following "Add the following at the
end of paragraph 2.06 A: 'Installation Floater in an acceptable substitute for the
Builder's Risk Insurance"

Remove the letter °F"

6. Division 1, Section 01000 Summary of Work Paragraph 1.3
Delete the following "A. Not used" and replace with the following paragraphs.
A. Motion Detectors/Security System: A separate vendor contracted directly by the
Owner shall remove, replace or modify the existing security system during the
construction period. The Owner may choose to leave the security system
operation throughout the construction period. Coordinate with Owner to
accommodate security vendor installation and modification of system and for
operational requirements of the active security system.

B. Fire Alarm System: A.separate vendor contracted directly by the Owner shall
remove, replace or modify the existing fire alarm system during the construction
period. The fire alurm system shall remain operational throughout the
construction period. Coordinate with Owner to accommodate fire alarm vendor
installation and modification of system.
7. Division 1, Section 01100 Summary of Work Paragraph EXISTING UTILITIES
a. Remove the Letter "B" and replace with the letter "A"
b. After subparagraph A, add the following
A. As-built documents of the existing phanbing system is not available. The
Contractor shall presume that domestic water and waste lines are
available within the immediate area of the existing fixtures (either below
slab or within adjacent walls). The Contractor shall presume that it total

and similar amount of excavation will be necessary to connect the
existing system with the new.

After the words "A6.01 Miscellaneous Details" insert the following

1. Sheet A1.01, Floor Plan Demolition Note #31. Revise the entire sentence to read as
follows "Remove existing concrete curb as indicated. The existing shrubs will be
transplanted by the City. Coordinate with City as required."
2. Sheet A1.01, Floor Plan Demolition Note #26. Revise the entire sentence to read as
follows "Malification of existing security svstem to be performed by Owner,
coordinate with Owner."
3. Sheet A2.01, Floor Plan General Notes:. After General Note 5, Add the following
"Existing VCT and adhesive indicated to be Asbestos Containing Materials
(ACA1s)m theAshestos report (seeAppendix 41 in the Specifications) shall remain in
place. New floor finishes shall be placed directly on top of existing. Verify
adequacv of adhesion for proper installation of new finishes and provide leveling
compound as required for a professional installation. °
4. Sheet A1.02 Wall Types Legend, New 6" and 3'/z" Metal Stud Wall Assemblies:
Remove the periods after the word °trusses" in both wall types and replace with the
following "above, including GWB and sound bait. Insulation, refer to Specification
section 09250".
