TUESDAY, JULY 10, 2007 MINUTES
1. Call to Order— Mayor Harding called the Meeting to Order at 7:30 pm.
2. Roll Call— Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, John
Thompson and Russ Hendrickson. Excused: Pat Fetterly
3. Agenda Approval
07-57 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED.
CARRIED.

5. Public Comment. There were no comments to the Mayor's call for public
comment.

PRESENTED. CARRIED.
7. Public Hearings
8. a. New Business— RECLAIMED WATER, USERS AGREEMENT WITH YELM
COMMUNITY SCHOOLS FOR RIDGELINE MIDDLE SCHOOL AND MILL
POND MIDDLE SCHOOL. Stephanie Ray reviewed the staff report provided.
Ridgeline agreement has been modified to better reflex their usage needs for
irrigation. Mill Pond is converting potable water to reclaimed water for irrigation
with the completion of the Mill Road reuse line connection. Availability of the
reclaimed water was addressed. Stephanie indicated that plenty of reuse water
is available in the winter and all available is used in the summer.
07-59 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN
THE INDIVIDUAL USERS AGREEMENT FOR RECLAIMED WATER FOR
RIDGELINE MIDDLE SCHOOL AND MILL POND INTERMEDIATE SCHOOL.
CARRIED.
b. TUCKER'S TIDY UP SERVICE CONTRACT EXTENSION. Stephanie Ray
stated that the current janitorial contract is due to expire in August 2007. Staff is
requesting that the current provider of this service receive an extension on their
contract from August 7, 2007 to January 31, 2008 at the current rate.
07-60 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO SIGN
A CONTRACT EXTENSION WITH TUCKER'S TIDY UP FOR JANITORIAL
SERVICES FROM AUGUST 7, 2007 TO JANUARY 31, 2008. CARRIED.

C. RESOLUTION NO. 476 SPEED LIMIT ON SR 507 MILE POST 29.41 TO MILE
POST 29.90.
Grant Beck reviewed the staff report explaining the request from Washington
Department of Transportation to reduce the speed limit on State Route 507
between Vail Cut Off and Yelm Creek (mile post 29.41 to 29.90) from 50mph to
45mph. Concurrence from the Council would allow WDOT to reduce the limit,
moving it closer to the reduction advocated by the City.
07-61 MOTION BY BOB ISOM APPROVING RESOLUTION NO. 476 REQUESTING
THE WASHINGTON STATE DEPARTMENT OF TRANSPORTAION REDUCE
THE SPEED LIMIT ON SR 507 MILE POST 29.41 TO MILE POST 29.90
FROM 50 MPH TO 45 MPH. CARRIED.

meeting.
