TUESDAY, MAY 8, 2007 MINUTES
1. Call to Order— Mayor Harding called the Meeting to Order at 7:30 pm.
Andre (visiting Boy Scout) led the pledge of allegiance.
2. Roll Call— Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly,
John Thompson and Russ Hendrickson.
3. Agenda Approval

4. Special Presentations—none scheduled
5. Public Comment . There was no response to the Mayor's call for public comment.

07-39 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED.

8. New Business
a. Resolution 472 Updated Annexation Policy. Grant Beck reviewed the staff report
advocating that no request to circulate an annexation petition be authorized for any
residentially zoned property with the Yelm Urban Growth Area. This would be consistent
with the interim water service policies adopted in the Comprehensive Water Plan,
September 2002 to maximize the use of the existing limited water resources until larger
quantities of groundwater become available.
07-40 MOTION BY JOHN THOMPSON APPROVING RESOLUTION NO.472, UPDATED
ANNEXATION POLICY STATING THAT NO REQUEST TO CIRCULATE A PETITION
FOR ANNEXATION SHALL BE AUTHORIZED FOR ANY RESIDENTIALLY ZONED
PROPERTY WITHIN THE YELM URBAN GROWTH AREA. CARRIED.

10. Mayor and City Council Reports
Councilmember Miller attended Chamber meeting and reported that Mayor Harding was
awarded for being an Outstanding Citizen as well as retired City Clerk, Agnes Bennick.
Councilmember Isom passed along a compliment to the city staff from a TRPC
committee member. He also reported the committee adopted the Unified Work Plan
identifying local area projects scheduled and that the Buildable Land Report is due out
September 1 2007.
Councilmember McGowan attended lengthy HOME Consortium meeting discussing
project follow-up. He also attended Family Initiative Investment Committee meeting
looking at future 5 year plan to investigate affordable housing for Veterans and other
groups.

Councilmember Fetterly reported that the Yelm Emergency Operations Board met and
discussed the Interlocal Emergency Management Agreement and is now ready for
presentation at future study session in May. Mayor Harding assured Council that it is
primarily written to include universal language, but as Shelly added, it is not without
financial consideration in the event of a disaster.
Councilmember Thompson updated the Council on the Yelm Transportation Committee
meeting that he attended, including; 507 and Carter Loop crosswalk being built by the
school district, Stevens Street improvement on schedule to open September 1, 2007
and the $12 million secured to move the right of way acquisition forward for the 510
Loop. He asked Shelly to clarify the Tacoma Rail project. Shelly indicated that the rail
project can be scheduled for mid summer study session.
Councilmember Hendrickson attended TC Solid Waste Advisory Committee reporting
the use of the combined recycle bins has increased the recycling by 37% in the Yelm,
Rainier, Tenino, Bucoda area. Other areas have seen a 50% reduction in the amount of
garbage attributed to the use of the co-mingling of recyclable items.
Mayor Harding attended Chamber awards. Attended Nisqually Two Percent but nothing
to report until awards are announced.
Councilmember Isom asked the visiting Boy Scout if he had questions or comments. His
only observation was the use of so many acronyms makes it difficult to follow the
discussion.
Correspondence provided for review included a Thank you from retiring Agnes Bennick
for the send off she received and annual Spring Clean-up recap.
11. Executive Sessions. Mayor Harding stated that Council would be going into Executive
Session at 7:55 pm for approximately 30 minutes to discuss a potential real estate
acquisition. The audience left the building.
Mayor Harding closed the Executive Session at 8.29 and the meeting resumed and was
then adjourned.
