2007 RETREAT MINUTES
SATURDAY, JANUARY 20, 2007
Present: Mayor Harding and Councilmembers Baker, Isom, McGowan, Fetterly,
Thompson and Hendrickson. Councilmember Miller was excused.
A bus tour departed from the Yelm Public Works Facility shortly after 9 a.m. with
visits to multiple sites throughout the City. Focus was on potential, planned, and
completed residential, commercial and public development; roadway improvements
and street connectors; as well as floodplain areas, and areas that might provide
water rights in the future.
In addition to housing and commercial developments, sites visited included Tahoma
Terra Golf and Country Club, Thompson Creek, Yelm High School, Longmire
Community Park, Wal-Mart, Public Safety Building site and Ridgeline Junior High
School.
Goal overview: Updates were provided and discussion ensued on the City's 2003
adopted goals: 1) Update of sign code; 2) SR 510 Yelm Loop project; 3) Local
traffic control; 4) Sidewalks; 5) Economic Development; 6) Yelm Roy Prairie Line
development; 7) Water Rights; 8) Community Outreach.
Open Public Meetings Act, Code of Ethics and Meeting Etiquette discussion:
Handouts from the Councilmembers' Handbook and Yelm Protocol Manual were
distributed related to the three topics. Discussion followed related to examples of
how to address circumstances that arise in each category and the appropriate
response/action to take using the City's adopted policies.
Mayor & City Council Initiatives: Open discussion amongst Mayor Harding and
Councilmembers related to: 1) Thurston County Family Initiative (sales tax
increase); 2) Off-duty employment of Yelm Police Officers; 3) Desire for future
discussion on Community Recreation Center; 4) Reviewed City Municipal Code
regarding meeting compensation for elected officials.
