ORDINANCE NO. 608
AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, FIXING THE
AMOUNT OF THE ESTIMATED EXPENDITURES, LESS THE ESTIMATED
REVENUES FROM SOURCES OTHER THAN AD VALOREM TAXATION,
NEEDED FOR THE CURRENT EXPENSE BUDGET AND FOR THE PAYMENT
OF PRINCIPAL AND INTEREST UPON THE GENERAL BONDED
INDEBTEDNESS OF THE CITY OF YELM FOR THE FISCAL YEAR 1998;
LEVYING THE ANNUAL AD VALOREM TAXES OF THE CITY OF YELM
FOR THE FISCAL YEAR 1998 AND APPROPRIATING SAME TO CERTAIN
FUNDS FOR CERTAIN PURPOSES.
WHEREAS, a public hearing was held before the City Council of the City of Yelm on November
12, 1997, and said public hearing was continued to November 25, 1997, for purposes of considering
revenue sources to fund the City's 1998 Current Expense Budget which consists of expenditures to
provide ongoing services exclusive of capital expenditures, utility and other enterprise funds and special
assessment funds of the City, and
WHEREAS, further information provided at such hearing demonstrated that additional
expenditures in excess of the 1997 amount of $338,822 levied for collection will be required by the City
in 1998 due to contracted wage increases and cost of living increases of one (1) to two (2) percent,
increases in contracted expenditures for such basic services as fire, emergency medical services and public
safety communication services and that additional expenditures will be needed in order to provide a
reasonable level of public safety, cultural, recreational and human services, and to continue funding a
$40,000 annual commitment to the Municipal Building Fund for the purpose of acquiring real property to
meet the City's needs as identified and adopted in the Yelm Comprehensive Plan, and
WHEREAS, the combination of a lack of revenues from sources other than the ad valorem
property tax and the need for additional expenditures, results in a substantial need to increase the ad
valorem tax levy amount in excess of the limit factor set forth in Referendum Bill NO. 47 of the 1997
session of the Washington State Legislature,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY OF YELM,
WASHINGTON, as follows:
Section 1. The City Council finds that there exists a substantial need to increase the 1998 ad valorem tax
levy by an amount in excess of the limit factor set forth in Referendum bill No. 47 passed by the 1997
Legislature. Such need has been demonstrated to justify a 1998 regular property tax levy equal to 6
percent of the amount of regular property taxes levied in the City of Yelm in 1997. Such increase shall be
in addition to any amount resulting from the new construction and annexations, and from improvements
to property and any increase in the value of State assessed property.
Section 2. The annual amount of ad valorem tax levies of the City of Yelm for the fiscal year 1998
necessary to raise the amount of estimated expenditure be, and the same is hereby levied upon real and
personal property subject to taxation in said City in all assessment districts thereof and upon each dollar of
taxable value as follows, to wit:

A discretionary increase of $20,329 and 106 percent over the amount levied for collection in 1997.
However, due to increased city-wide assessed valuation, the rate per $1000 A.V. is reduced from the 1997
rate of $2.7690.
Section 3. The taxes herein provided for are levied for the purpose of raising revenue sufficient to pay the
principal and interest upon the general bonded indebtedness, if any, of the City of Yelm, for a portion of
the General Fund, and for the operation of the different departments of the municipal government of the
City of Yelm for the fiscal year beginning January 1, 1998, and ending December 31, 1998 (current
expense budget); and are hereby levied upon all the real and personal property as shown by the assessment
in the County of Thurston as fmally fixed by the County and State Board of Equalization, and as extended
upon the books of the County Assessor showing the property within said City subject to taxation for
municipal purposes and upon the amount of real and personal property as certified by the County
Assessor, all pursuant to and under and buy virtue of the laws of the State of Washington.
Section 4. That the taxes collected from the levies hereby fixed and made are hereby appropriated and
this appropriation, together with the estimated revenues from all sources other than ad valorem taxation
shall, when the annual budget for the fiscal year 1998 is finalized and adopted by ordinance, constitute the
appropriations of the City of Yelm for the fiscal year 1998.
