Dear Mr. Merritt:
I have reviewed the plans submitted March 5, 2003 and dated 3/5/03. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future
submittal. I have organized these comments by page number. If a sheet number is not included, then there are no comments at this time for that sheet.
Sheet 1 of 17
Remove the City of Chehalis references in the storm drainage construction notes.
Storm drainage note no. 4 should direct the contractor to contact the Community Development Department for the preconstruction meeting.
The watermain installation general notes should have 16 numbered notes. Please show the current notes.
Remove the City of Chehalis references in the street construction notes.
Note no. 8 should reflect the City of Yelm street construction general notes.

The stormwater wet tank design does not meet all the design requirements of the storm manual. The wet tank must be located “off-line”. This will required a flow control device prior
to the wet tank. Only the 6-month storm should be routed to the wet tank. The wet tank must also have 36” diameter pipe between the end catchbasins and the wet tank. See Figure III-4.18
of the stormwater manual for other pertinent information.
The water must flow through the entire wet tank to achieve the desired treatment. The piping must be revised to achieve this requirement.
Handicapped ramps will be required for the sidewalk. See relined plans. In the same location the water flowing over the entrance will be flowing in the walking path of pedestrian using
the sidewalk.

Manhole access to the wet tank will require an access ladder. Show detail or add note to plans.

The 45 bend at Sta. 1+41.3 needs to be changed to a tee. The tee will allow for continuation of the watermain. See redlined plans.

The tee at Sta. 27+54.8 needs to be changed to a cross. The cross will allow for continuation of the watermain. See redlined plans.
The 4” PE water service can’t be installed in the same trench. The water service will need to relocated.
The water meter vault, domestic cross connection control, irrigation meter and irrigation DDCV need to be drawn to scale. These vaults are fairly large and do not reflect actual size.
The deflection of the watermain can be avoided by raising the stormwater pipe. The allowable minimum cover over a storm pipe is 1.5’. If appears that you have 2.5’ of cover. Please
revise this.
The domestic water meter will need to be a Neptune compound meter. Please revise all callouts to reflect this meter.
The City of Yelm requires a reduced pressure backflow assembly on all domestic water meters serving this type of occupancy. List type and model number on the plans.

To avoid crossing conflicts between water and sewer mains the water should be raised 6 inches and the sewer main lowered 6”. This will be allowed only where conflicts exist. The change
in depth will have to be gradually changed at least 100’ each side of the crossing conflict.

The step service system should be located outside the asphalt section. Relocate the service to 3’ outside the asphalt section.
The connection from the step tank to the pump tank needs to be located at the end of the step tank. Locating it on the side of the tank will short circuit a portion of the tank. The
same is true for the pump tank.
A hose bib needs to be located no further than 50’ from the step tank location. Please show this on the plans.
A detail of the Xerxes tank needs to be shown on the plans. The tank should detail should show the inlets, outlets, man access, and baffles.

The F-3 handicap ramps detail has been revised in the WSDOT standards. Plans need to specify which detail to use.
The city has an adopted tree grate specification. Contact the Community Development Department for the exact specifications to be installed.
The watermain restoration will need to be shown on the plans. The city will not allow a parallel trench excavation to run the length of the roadway. This will require an overlay or
grind and overlay.
The plans callout under grounding the existing power lines along the frontage. This is not a city requirement. The city would rather not have these placed underground, as it would
be the only segment along Killion Road. If this is revised the power poles will still have to be moved outside the sidewalk area.

The lighting plan as designed is within conformance with the city’s guidelines. The service disconnect and assoc. boxes need to be located behind the sidewalk.
NOTE: The City of Yelm allows direct burial streetlights. Since the streetlights will be connected directly to the power supply, the associated disconnects may not be required. Please
contact me if you would like further information about this design.

Please add the approved tree grate specifications on the tree well and grate detail.
Street tree detail 4-19 will need to be modified. Please remove all information regarding finishing around the tree grate area.
Storm Drainage Report
This project is located in a wellhead protection area. Please change page 3 to reflect this.
The void ratio for the infiltration gallery is too high. The standard approved void ratio is 30 to 40 percent. The design has utilized 46 and 47 percent. Please revise.
When sizing the wet tank, the landscape area was not included in the 6-month design storm. This area must also be included in the basin modeling for the wet tank.
Landscape and Irrigation Plans
Killion Road Street Trees: Replace with tree species on street tree list, to include at least 2 accent trees. Killion Road is a “Pedestrian Oriented Street”. The Honey Locust trees
proposed for the Killion Road planter strips are not on the list for Pedestrian Oriented Streets. Please choose a tree from the “Pedestrian Oriented Street” section of the street tree
list. The City of Yelm Development Guidelines require that the ratio of street trees be 3 street trees to 1 accent tree.
Replace South access road street trees with a smaller species, to include at least 2 accent trees. The access road planter strip is only 5’ wide. The Sweetgum is a large street tree,
and requires an 8’ planter strip. Please choose a tree from the “small trees” section of the street tree list that requires no more than a 6’ planter strip. The City of Yelm Development
Guidelines require that the ratio of street trees be 3 street trees to 1 accent tree.
General Information
A deed for the right of way will need to be presented to the city for dedication of the proposed right of way.
The details for the trash enclosure need to be placed on the plans. The enclosure needs to be architectural compatible to the proposed building and have enough space to enclose all
of the refuse containers and recycling containers. This plan must also be reviewed and approved by Lemay Inc. You can contact Dick Rehn at Lemay Inc. for review and approval. He will
sign a copy of the site plan and details for the refuse enclosure. Then return the signed copy to the Community Development Department.
