Dear Erling:
I apologize for the confusion regarding the City permitting requirements for the above referenced
use and site. As the City has received more information regarding the use and placing it in
context with the existing uses at the Yelm Community Service Facility, it is my opinion that
using the site for the alternative high school is allowed outright, without any additional land use
or building permits required from the City.
From the City's perspective, where the students are located within the building and how that is
accommodated is entirely between the School District and Yelm Community Services.

Re: SPR-00-8287-YL Yelm High School Portable Relocation - Notice of Final Decision
Dear Mr Birkland:
The Site Plan Review Committee has considered your application for the above referenced
project and finds that as conditioned below, the proposed project is consistent with the Yelm
Comprehensive Plan and all applicable City policy's and development standards.
Pursuant to Chapter 15.49, Integrated Project Review Process, a project which is subject to
Site Plan Approval is a Type II Permit and can be appealed to the City Council. An appeal must
be filed within 14 days of the date of this notice. Site Plan Approval is valid for 18 months from
the date of this letter.
The affected property owners may request a change in property tax valuation from the Thurston
County Tax Assessor's Office.
The project is approved subject to the following conditions of approval:
Transportation
Finding: Yelm is a small compact community most directly affected by two state highways
which bisect the community. The two state highways are used by local residents for
transportation throughout the city and for access to commercial and residential areas
throughout the community. In lieu of widening existing streets, the City has elected to
create certain alternatives, Y-1, Y-2, and Y-3, which will avoid the need to significantly
widen existing streets, and particularly Yelm Avenue. New developments do in fact
burden the city's central streets, and unless the bypass alternatives are accomplished,
the City would have to require developers to pay the cost of the internal street
widening. The City plans show, and the City finds that adequate facilities will be
accomplished better and in a timely fashion by bypass facilities as a substitute for the
widening of existing facilities. As a result, the City finds that the regional plans in fact
benefit projects in all areas of the City, and will accomplish the goal of providing
adequate facilities to City standards within a reasonable time to serve the demands
created by the proposed project.

Conditions of Approval:
1. The proponent shall mitigate transportation impacts based on the new p.m. peak hour
trips generated by the project. The Transportation Facility Charge (TFC) shall be based
on 0.04 new peak hour trips per new student, with an average of 30 students in each
portable. The project is classified as Institutional - High School. The proponent will be
responsible for a TFC of $2,700.00 which is payable at time of building permit.
New Trip Generation Rate x per student x $750.00 = TFC
0.04 x 90 = 3.6 x $750.00 = $2,700. 00
2. Parking:
Finding: Yelm Municipal Code Chapter 17.72 requires one parking stall for each four
students enrolled, plus one stall per classroom and office. The City requested a parking
stall count, classroom and office count, and student count. The City finds that existing
parking meets the minimum requirements of Chapter 17.72.
Water
Finding: The site is currently connected to the City's Water system. The additional buildings
will not be connected to the City water system. A latecomer's fee is assessed to the
property. Further information is required regarding fire flow and hydrants, as well as
irrigation meters.
Conditions of Approval:
1. The proponent is required to show placement of existing and proposed fire hydrants to
meet the Uniform Fire Code. This may be accomplished by showing placement on the
Landscape/Irrigation plan.
2. Irrigation Meter.
The landscaping may require additional irrigation meters. The proponent must submit a
landscape/irrigation plan, showing irrigation for proposed landscaping, and may include
fire hydrant information on this plan.
Sewer
Finding: The site is not connected to the City's sewer system. The applicant provided a
restroom facility count, to show that the existing restroom facilities are sufficient for the
additional students. The City has not approved additional sewer connection and
usage.

Stormwater
Findings: The proposed structures do not create more than 5,000 sq.ft. of impervious surface.
Stormwater runoff from these structures will be captured and distributed by gutter
drywells.
Fire
Findings: Fire protection is provided by the Thurston County Fire District #2. As development
occurs there will be additional demands for fire service.
Conditions of Approval:
1. The applicant shall submit a fire hydrant plan to the Community Development
Department for review and approval. All hydrants must meet minimum City standards.
Landscaping
Findings: Landscaping and screening are necessary to promote safety, to provide screening
between compatible land uses, to safeguard privacy and to protect the aesthetic
assets of the City. Chapter 17.80, Landscaping, requires the applicant to provide
on-site landscaping for all development proposals.
Conditions of Approval:
1. The landscape buffer between the residentially zoned properties on the South and West
shall be 25 feet and landscaped with a Type I buffer.
2. Remaining landscaping shall meet minimum standards of Chapter 17.80, Type II
landscaping.
3. The applicant shall submit a final landscaping plan, including irrigation meter and fire
hydrant placement information, to the Community Development Department for review and
approval.
Other-
Conditions of Approval:
1. Applicant shall assure that all access to, in, and around the structures are ADA compliant.
2. A building permit from City of Yelm Community Development Department is required.
3. Applicant must provide a lighting plan showing adequate lighting, and any proposed additional
lighting for the site.
