MDNSSEPA NO: 8291 MITIGATED DETERMINATION OF NONSIGNIFICANCE Proponent: Evergreen Devco., Inc. Description of Proposal: Construction of a 14,490 sq. ft. Walgreens Drug Store. Location of the Proposal: 10540 Hwy 507 SE, Yelm, WA 98597. NW corner of Yelm Avenue E and Creek Street. Section/Township/Range: Tax Parcel numbers 22730140200, 22730140201, and 22730140202, Section 20, Township 17, Range 2E. Threshold Determination: The City of Yelm as lead agency for this action has determined that this proposal does not have a probable significant adverse impact on the environment. Therefore, an environmental impact statement (EIS) will not be required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. ATTACHMENT SEPA CASE NO.: 8291 This Mitigated Determination of Non Significance is based on the project as proposed and impacts and mitigation reflected in the following: • Environmental Checklist (dated July 25, 2001) • Traffic Impact Analysis (dated July, 2001, Prepared by The Shea Group) • Drainage and Erosion Control Report (dated July, 2001, Prepared by The Shea Group) And the following conditions: 1. The applicant shall contribute $750 per new PM peak hour trip generated by the project. The Transportation Facility Charge (TFC) shall be based on 76 new trips, with a credit for existing uses. The applicant is eligible for an economic benefit credit as provided by Ordinance 580. 2. Access to Yelm Avenue shall be restricted to full movement inbound, but limited to right-turn only movement outbound. The Yelm Avenue access shall include an island to prevent left turn movements. The applicant shall submit detail drawings to the Community Development Department for review and approval. A full access shall be allowed along Creek Street as shown on the site plan. 3. OAPCA and City Demolition permits are required for the demolition of the existing structures. Existing wells, septic tanks, and septic drainfields are to be abandoned as per State, and County regulations.
