Threshold Determination
The City of Yelm as lead agency for this action has determined that this proposal
does not have a probable significant adverse impact on the environment.
Therefore, an environmental impact statement (EIS) will not be required under
RCW 43.21 C 030(2)(c) This decision was made after review of a completed
environmental checklist and other information on file with the lead agency This
information is available to the public on request.

1 The applicant shall contnbute financially to the Five-Corners Intersection Improvement and/or
the Y-2 Alternate Route as specified In the 1992 Yelm Comprehensive Transportation Plan
Contnbutlon IS based on the number of automobile trips generated by this site dunng the PM
peak hour Lot 1, to be developed as a 2,800 sf convenience store and gas pump facility,
will generate 74 new PM Peak Hour Tnps Lot 2, to be developed as a 4,000 sf sports
bar/restaurant, will generate 42 new PM Peak Hour Tnps Lot's 3, 4, and 5, to be developed
as 16,300 sf stnp retail, will generate 53 new PM Peak Hour Tnps The entire development
proposal will generate a total of 169 new PM Peak Hour Tnps Total financial contnbution
for the entire site will be 169 trips at $300 00 per tnp = $50,700 00 The mitigation fee IS due
and payable prior to the Issuance of building permit.
2 Placement of underground fuel storage tanks must be approved by the Washington State
Department of Ecology
3 Any future proposals for activities such as vehicle service (auto repair and maintenance, etc)
facilities must be reViewed and approved by the Moderate Risk Waste Section of the Thurston
County Health Department.
